The Children's Authority of Trinidad and Tobago is a specialized agency with the responsibility for the care and protection of children, especially those who are at risk or have been victims of abuse or neglect.

The Children's Authority of Trinidad and Tobago is seeking to recruit for a Manager, Tobago Operations on contract.

The incumbent will lead and direct the functions of Child Welfare, Case Management, Family Reintegration and Corporate Services within the Tobago region. The role will also be expected to establish, monitor and measure all strategic objectives for this division.

  • Lead the Tobago Operations Department including the following functions:
    • Child Welfare Services & Family Reintegration Services
    • Assessment Services
    • Child Justice Support
    • Foster Care and Adoption
    • Reception
    • Child & Family Legal Services
    • Case management and support to CHiNS and children with challenging behaviors
    • Corporate Support
    • Communications
    • Placement, Licensing and Monitoring
  • Establish and implement the region’s framework which includes internal systems, policies and procedures required to establish the Authority's mandate, vision and strategic goals.
  • Oversee the planning, organizing and controlling of innovative programme activities from the conceptual stages to the final stages of programme service delivery
  • Oversees the development and implementation of relevant plans and proposals towards the achievement of Child welfare, protection, and rehabilitation goals and objectives.
  • Build and maintain relationships with key stakeholders, including Division of Health, Wellness & Social Protection and other government or non-governmental agencies etc.
  • Provides professional advice and or makes decisions involving the removal of children in challenging situations.
  • Supervise, coach and mentor Team Leads and indirectly the staff of the Department including performance reviews and implementation of personal improvement plans.
  • Represents Tobago Operations on various Sub-Committees including Covid-19 Sub-Committee, Foster Care and Child Protection and IATF Taskforce Committee.  
  • Ensures that all sub-functions are adequately resourced to achieve departmental objectives including qualified management and supervisory staff, funding, equipment and technology
  • Ensures high-quality service delivery to all defined stakeholders.
  • Presents regular reports to the Chief Executive Officer and the Board of Management on the operational activities of the Tobago Region.


Minimum Qualifications and Experience Required:

  • Master’s Degree in Business and/ or Social Sciences (e.g. Management, Human Resources, etc.
  • Ten (10) years' managerial experience in Social Services administration 
  • Five (5) years managing the delivery of Child Protection and Child Rehabilitation Services in a Child Care Facility.
