Job Summary

 

The Investigating Officer is accountable to the Senior Investigating Officer, Contracts, Procurement & Corruption Investigations, for the effective and efficient achievement of the Entity’s Contracts, Procurement & Corruption Investigations objectives in order that the Integrity Commission achieves its Mission and Vision in a sustainable manner.

 

Major Responsibilities

 

  1. Contributes to the Integrity Commission’s Strategic Planning process, paying attention to the strategic objectives and initiatives for the Investigation Division; resulting in the organisation’s annual Strategic Plan, Corporate Plan and Budget.
  2. In conjunction with Senior Investigating Officer, Contracts, Procurement & Corruption Investigations, annually update Job Accountabilities and Performance Targets; ensuring alignment to the Division’s Strategic Plan.
  3. Develops, in conjunction with Senior Investigating Officer, Contracts, Procurement & Corruption Investigations, own Individual Development Plan (IDP) following the Performance Review as per the Performance Management System.
  4. In conjunction with Senior Investigating Officer, Contracts, Procurement & Corruption Investigations, identifies the purpose and scope of all investigations and ensure that all are conducted in an objective manner.
  5. Liaises with the Senior Investigating Officer, Contracts, Procurement & Corruption Investigations in the planning and execution of contract, procurement and corruption investigation matters.
  6. Performs research and collects data through the use of interviews, documentary reviews, audit checks or the exploration of any other sources of information to support the process in all investigation matters.
  7. Documents all evidence and enter as evidentiary documentation in relation to each investigation.
  8. Collates all the findings and source documents related to each investigation.
  9. Creates a formal report in respect of each investigation that summarizes all the facts and presents relevant conclusions and findings.
  10. Identifies breaches in the procurement process and recommends an appropriate investigation approach and methodology.
  11. Gathers intelligence in relation to the violation of GOJ procurement guidelines and determine where there have been improprieties or irregularities in the Government of Jamaica’s procurement process.
  12. Extracts information relating to impropriety and irregularity in the procurement process and in the implementation of the GOJ contracts, from the media.
  13. Manages the relationship and communication between key stakeholders concerned by the investigation process or the investigation results.
  14. Ability to look for and implement opportunities for making the investigation process shorter without compromising due process and staff welfare.
  15. Performs detailed analysis of information received and ensure that 100% of all data is reviewed and incorporated in reports.
  16. Conducts personal due diligence checks of reports to ensure evidentiary cogency and coherence between all sections
  17. Effectively manages the critical path of the production of investigations reports and ensure that all outputs are controlled.
  18. Contributes to the preparation of the Investigation Division’s monthly performance report and attend the monthly Unit and Divisional Meetings, as required.
  19. Performs any other related duties that may be assigned from time to time by Manager of Contracts, Procurement & Corruption Investigations, the Senior Investigating Officer or Director of Investigation.

 

 

Minimum Required Qualifications and Experience

                            

  • Undergraduate Degree in Economics, Management Studies, Law, Finance, Forensic Science, Policing Science or equivalent qualification.
  • Three (3) years’ experience in Public or Private Sector in similar capacity or 2 years working in an anti-corruption environment with demonstrated knowledge of investigations and/or intelligence.

 

 

Other Desirable Qualifications & Experience that would be an asset

 

  • Certification in Criminal Investigation, Fraud Investigation
  • INPRI certification and/or training in criminal investigation, for example, Investigative Interviewing, counter-fraud
  • Legal Education Certificate

  • Communication to include public speaking, the management of meetings, report writing in addition to oral and written communication skills.

 

Specific Knowledge

 

  • Knowledge of the Integrity Commission Act and any other such Acts or Legislation governing the operation of the Integrity Commission.

 

Working Conditions

 

  • Typical office environment, however some travel required.
  • Irregular hours from time to time.
  • Occasional exposure to hostile environment.
  • Some mental pressure due to demand of the job.

 

Reporting Relationships Contacts

 

  • Works under the general supervision of the Senior Investigating Officer, Contracts, Procurement and Corruption Investigations.
  • Liaises with:
  1. Internally:            
    1. All members of Staff.

 

  1. Externally:           
    1. Staff at all levels in Government Ministries/ Agencies, Statutory Organizations and the general public.

 

Authority To

 

  • To ensure, inter alia, compliance with the Government’s procurement procedures and the Integrity Commission Act, and fairness, merit, competition, value for money and an absence of impropriety and irregularity in the Government’s procurement processes.
  • Access highly confidential information, records and documents from Parliamentarians and Public Officials.
  • Negotiate and speak on behalf of the Integrity Commission
  • Represent the Integrity Commission in Local and International Fora.

 

Basic Performance Criteria

 

This job is satisfactorily performed, inter alia, when:

 

  • All assigned tasks are completed according to instructions/guidelines given and finished within agreed deadlines 98% of the time.
  • Other scheduled and ad hoc reporting requirements fulfilled to meet specified deadlines.
  • There is evidence that appropriate information was always conveyed to others from own knowledge base or that, when prudent to do so, good judgement was exercised in seeking prior management advice and authorization before responses were given.
  • No breaches of confidentiality, honesty and integrity occurred. 
  • No breaches of the Commission’s policies occurred.
