JOB TITLE:                      Internal Auditor

DEPARTMENT:                Internal Audit Department

SALARY:                          $68,275.00 - $79,178.00

LOCATION:                      Providenciales

 

 

JOB SUMMARY

 

Reporting to the Board of Commissioners via the Audit and Risk Management Committee, the Internal Auditor is responsible for planning, organizing, executing, and reporting on all of the Financial Services Commission internal audit and assurance work in accordance with the Financial Services Commission Ordinance, Government policies and international auditing standards.

EDUCATION & EXPERIENCE:

 

  • Professional qualification with a recognized accountancy body ACCA, CPA, IIA Certification - Certified Internal Auditor (CIA), CIPFA or CISA.
  • Specialized training in financial accounting and auditing
  • Five to seven years related experience, of which at least three years must be in a senior management position.

 

SPECIFIC KNOWLEDGE REQUIRED:

 

  • Sound knowledge of the Financial Services Commission Ordinance, Government guidelines, International Financial Reporting Standards (IFRS), and International Standards on Auditing (ISA).
  • Sound knowledge of the Government of the Turks and Caicos Islands’ auditing procedures.
  • Sound knowledge of relevant computer applications including, spreadsheet, word processing, accounting and financial reporting packages
  • Good knowledge of human resources management and office management principles and practices
  • Good knowledge of government policies and regulations.

DUTIES & RESPONSIBILITIES:

 

  1. Design and implement the annual internal audit plan and programs to routinely evaluate the internal controls systems of the Commission including policy compliance and adherence to corporate governance practices.

 

  1. Assess and report on the adequacy and effectiveness of the Commission’s internal controls systems, business risks and quality of performance in carrying out its objectives.

 

  1. Examine the financial and operating processes to detect control deficiencies and weaknesses; develop appropriate recommendations and action plans for remediation.

 

  1. Document process flows to show areas of control activities and areas which may require possible process improvements

 

  1. Perform collaborative risk-based audits, ensuring scope and extent of work is in accordance with the approved plan.

 

  1. Ensure that the Commission, as far as is practical, operates in compliance with relevant provisions of the Financial Services Commission Ordinance, National Audit Office Ordinance, Public Procurement Ordinance and Public Finance Management Ordinance.

 

  1. Ensure that audits are properly planned, documented, and controlled in accordance with international best practices and standards for the Professional Practice of Internal Auditing.

 

  1. Discuss content of internal audit reports with heads of department and other appropriate personnel and obtain feedback regarding action plans to address the issues in the reports.

 

  1. Perform follow-ups on the progress of implementation of recommendations.

 

10. Prepare and review reports to the Audit Risk Management Committee.

 

11. Report to the Audit and Risk Management Committee on the progress of the implementation of the audit plan and any amendments to the plan.

 

12. Liaise with the external auditors and Chief Internal Auditor on relevant matters.

 

13. Maintain and review the Internal Audit Charter.

 

14. Maintain confidentiality of all information arising out of internal audit activities and all matters within the Commission.

 

15. Perform any other duties that may be assigned by the Audit and Risk Management Committee or the Managing Director.

This job is satisfactorily performed when:

 

  • Key deliverables are produced within the agreed timeframe and to required standards, including compliance with legal and regulatory requirements
  • The annual internal audit plan is executed within the established time.
  • Internal Audit reports are submitted by their deadline.
  • Internal Auditing policies and procedures are maintained.
  • Advice is provided and decisions are taken in accordance with established policies and procedures.
  • Professional work ethics, confidentiality and integrity are maintained.
  • Harmonious relations are maintained with external and internal contacts
