IT E-Learning Officer will support the development and delivery of e-learning modules, and training programs.

Organisation:

The Caribbean Financial Action Task Force (CFATF) is an Organisation of twenty-four States of the Caribbean Basin, which have agreed to implement common countermeasures to address the problem of money laundering, terrorist financing and proliferation financing. The CFATF Secretariat is hosted by the Government of Trinidad & Tobago.

The main objective of the CFATF is to achieve effective implementation of and compliance with the Financial Action Task Force (FATF) Recommendations to prevent and control money laundering and to combat the financing of terrorism and proliferation. The CFATF is an FATF Style Regional Body (FSRB) of the FATF which, is the premier inter-governmental organization that sets the standards for preventing money laundering as well as terrorist and proliferation financing. As such, the CFATF plays a critical role in promoting regional compliance with the FATF Recommendations. 

The Secretariat has been established as a mechanism to monitor and encourage AML/CFT/CPF progress to ensure full implementation of the Kingston Declaration on Money Laundering (1992) in which Ministers in the region mandated the establishment of the Secretariat to co-ordinate the implementation of the FATF Recommendations by CFATF member countries.

Job Profile:

The successful candidate must provide leadership in the delivery of reliable, accurate, timely and well-informed advice to the CFATF and have strong management and leadership qualities, as well as the ability to interact with high level government officials, the private sector, and international organisations. Proficiency in the area of expertise is essential.

Knowledge, Experience and Skills:

The Information Technology E-Learning Officer shall have the following professional experience and qualifications: 

  • University Degree (Bachelor) in Information and Communication Technology (ICT).
  • A minimum of two (2) years of experience in multimedia production or a related field is required.
  • Experience in the development and management of E-Learning systems is desirable.

More specific requirements include: 

  • Experience in designing, testing and evaluating new blended learning solutions using tools such as PHP, Bootstrap, CSS and MySQL Databases. 
  • Experience in Moodle server/client (or similar LMS) administration. 
  • Having a keen understanding of business workflows.
  • Experience in using process mapping tools.
  • Providing insights into industry-specific technology needs and processes.
  • Understanding the target audiences, their learning needs and developing learning objectives.
  • Having and understanding of databases including fundamental database design principles.
  • Proficient writing skills.
  • Ability to maintain confidentiality.
  • Interpersonal skills and the ability to work in a team.
  • Ability to interact positively with CFATF Members and others.
  • Fluent in speaking, writing and reading English.
  • Detail oriented, excellent organizational skills, ability to multi-task under tight deadlines.
  • Experience in the application of the FATF Methodology would be considered an asset.
  • Having received training related to the FATF standards would be considered an asset.
  • Proficiency in Spanish would be an asset.

Tasks and Responsibilities:

  1. Developing and delivering comprehensive interactive, and engaging e-learning modules, and training programs that align with the CFATF’s learning objectives and organisational goals.
  2. Recommending through assessment reports the most appropriate creative and authoring tools to administer e-learning modules.
  3. Facilitating online and hybrid training programmes.
  4. Backing up, securing and maintaining the eLearning Management System (LMS).
  5. Customizing training materials through the creation (shoot and edit) and updating of training materials in a range of formats, including SCORM-based, text-based, audio and video, documentation and user guides to support ongoing learning initiatives.
  6. Ensuring training materials and other supplementary resources are up to date.
  7. Developing and curating a library of self-service resources, through collaboration with CFATF Members and other external organisations.
  8. Conducting assessments to gauge the effectiveness of training programmes and gathering feedback for continuous improvement of the systems developed. 
  9. Maintaining the CFATF’s Assessors’ database.
  10. Assisting with the co-ordination and delivery of Technical Assistance and Training to Members.
  11. Performing such other duties as directed by the Executive Director, Deputy Executive Directors and Chief Operating Officer. 

The post holder will report to the CFATF’s Chief Operating Officer.

Duration and Benefits:

Location of the Post: The post holder will be nominally based at the CFATF Secretariat, Port of Spain, Trinidad and Tobago.  

Contract duration: 3 years with the possibility of renewal.

Compensation: US$33,000 per annum, subject to the experience and qualifications of the successful candidate. Salary will be paid in TT$ equivalent in monthly instalments for nationals of Trinidad and Tobago and in US$ for non-nationals. 

Working Conditions:

The Secretariat’s working hours are from 8am to 4pm. However, the Information Technology E-Learning Officer may be required to travel and/or work overtime to meet deadlines as necessary, particularly during periods leading up to CFATF/FATF Plenary meetings.
