We are hiring a Human Resources Officer for our client in Kingston.
HUMAN RESOURCE OFFICER
The Human Resource Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling. He/she works primarily on the road and is required to make daily visits to the locations for which the company is responsible; interacting with both the staff and the locations’ supervisory team.
SCOPE:
The Human Resource Officer provides advice and assistance to supervisors and staff. This may include information on training needs and opportunities, job descriptions, performance reviews and personnel policies. The position coordinates the staff recruitment process. The Human Resource Officer provides advice and support to supervisors and staff selection committees and ensures that they have accurate and timely information in order to make effective decisions. Failure to provide adequate advice or assistance may result in lost opportunities for staff development, poor staff morale, financial loss to staffs for residents and a loss of credibility.
RESPONSIBILITIES:
Provide support to supervisors and staff to develop the skills and capabilities of staff.
- Delivery of pay slips and/or cheques to various locations on a Friday/Pay Day.
- Assist with the completion of the payroll for various locations on a Thursday.
- Delivering of correspondences to various locations including; Disciplinary Letters and Employment Letters.
- Administer disciplinary actions taken against Associates.
- Liaise with store/location for associate information updates including: Sick/vacation leave, Resignation/Self Termination/Promotion and Associate Documents (Birth Certificates, TRN, NIS, Food Handlers Permits).
- Ensure that accurate job descriptions are in place
- Conduct performance appraisals in tandem with location managers/supervisors and providing advice to the employee when carrying out said exercise.
- Provide advice and assistance with writing job descriptions
- Identify training and development opportunities
- Screening applicants via telephone
- Assisting in the recruiting process
- Assist with orientation and training as the need arises.
- Organize staff training sessions, workshops and activities.
- Process employee requests for outside training while complying with policies and procedures
- Prepare requisitions for and collect safety gears and uniforms from various locations, submit for processing and distribute and ensure employees sign for same on receipt.
- Provide basic counseling to staff who have performance related obstacles
- Provide advice and assistance in developing human resource plans.
- Carrying out the necessary investigations on reported offences with a view of reaching a fair decision.
- Work with location managers to ensure that policies and procedures of GEU are respected and adhered to.
- Will be required to travel extensively due to the nature of the job and participate in recruitment drives, job fairs, staff meetings, professional meetings or offside staff training.
- May be required to work early mornings, late evenings, weekends or public holidays.
- Any other reasonable request.
Monitor staff performance and attendance activities.
- Monitor daily attendance.
- Investigate and understand causes for staff absences.
- Recommend solutions to resolve chronic attendance difficulties.
- Provide basic counseling to staff who have performance related obstacles.
- Provide advice and recommendations on disciplinary actions.
- Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services.
- Coordinate staff recruitment and selection process in order to ensure a timely organized and comprehensive procedure is used to hire staff.
- Provide advice and assistance to supervisors on staff recruitment
- Prepare notices and advertisements for vacant staff positions.
- Schedule and organize interviews
- Participate in applicant interviews
- Conduct reference checks on possible candidates
- Prepare, develop and implement procedures and policies on staff recruitment
- Inform unsuccessful applicants
- Conduct exit interviews.
Provide information and assistance to staff, supervisors and Council on human resource and work-related issues.
- Develop and implement a human resources plan and personnel management policies and procedures
- Promote workplace safety.
- Provide advice and assistance to staff and management on pay and benefits systems
- Research and monitor human resource systems in other organizations within the community.
- Explain and provisions of the personnel policy.
- Explain employment standards and legislation such as workers compensation, labour standards and Fair Practice Act.
- Organize the transitional provisions of employee compensation, pay and benefits when positions are transferred or new positions are funded through contribution agreements and other special funding arrangements.
- Attend and participate in Council meetings to provide information, when necessary, at the Ministry of Labour, IDT etc.
Perform other related duties as required.

NB: The Human Resource Officer would normally attain the required knowledge, skills and abilities through completion of human resource development courses at post-secondary institutions and several years of experience supervising staff. Equivalencies will be considered.
