Job descprition 


MANDATE

 To ensure that the technical and strategic guidance for the Department of Health Services (DHS) in keeping with the Government of Anguilla’s mandate to deliver high quality health care services to the residents of Anguilla. The Health Services Commissioner (HSC) will ensure that the governance function of the Ministry of Health in providing such services is fulfilled.  With the support of Deputy Health Services Commissioner (DHSC), Unit Heads and staff, the HSC will ensure that the department’s operational and strategic plans are in line with the overarching plans and direction of the Ministry of Health and compliant with all the relevant policies, procedures and legislation of the Ministry and the government as a whole.

 

KEY FUNCTIONS

  • Provide advice to the Minister of Health and the Permanent Secretary on a wide range of health policy matters.
  • Develop, recommend and implement health agenda appropriate to meet Government goals and objectives.
  • Support the smooth evolution of the Dept. of Health Services to ensure the provision of high-quality Health Care Services on behalf of the Government of Anguilla.
  • Provide strategic direction for the work of the DHS in   pursuit of the MoH’s objectives and achieve clearly-defined outcomes within specified time, performance and budget parameters. 
  • Prepare annual budget for the Health Services Department and manage it according to established financial regulations.
  • Align healthcare services with national health policies, goals, and the unique needs of Anguilla’s population.
  • Identify and advocate for resources to support healthcare initiatives
  • Demonstrate competent and inclusive leadership in the management of Department of Health Services staff with a clear and evident commitment to empowering clinical leadership and build high performing, cohesive teams based on an open and inclusive culture.
  • Demonstrate commitment to continuous improvement of the quality of health care services and the development and implementation of quality improvement systems and strategies
  • Lead the development of a coherent system of continuous quality improvement and promote, implement and institutionalize the approved system.

 

KEY DUTIES (A Few)

 

  • Oversee the management of all primary and tertiary care facilities and the recruitment, training and development of staff.
  • Ensure the integration and seamless coordination of services across the healthcare continuum.
  • Lead and manage budgets for primary and tertiary care services and monitor financial performance to ensure efficient and effective use of resources.
  • Keep the Permanent Secretary abreast of all developments, anticipated challenges, forecasting, human and other resource needs.
  • Contribute to the development of the five (5) year Strategic Plan for the Ministry of Health by leading the development of strategic inputs from the DHS.
  • Lead the establishment/revision of methods, standards and procedures for problem identification, investigation and correction.
  • Make recommendations for a comprehensive audit system and maintain the implemented system to ensure that timely, accurate audits are conducted, key findings analyzed and recommendations made for the improvement of the Health Sector.
  • Lead the evaluation of health care services provision and make recommendations for the improvement of the quality of care of health services.
  • Facilitate partnerships with external healthcare providers and organizations.
  • Prepare comprehensive reports on healthcare performance and outcomes and report to the Permanent Secretary, Health.
  • Lead the development, implementation and evaluation of policy and practices for the improvement of health care services in the public sector.
  • Contribute to the development of the annual operational plans for the Department of Health Services and utilize data analytics to guide decision-making to enhance service delivery.
  • Develop and implement strategies for improving and maintaining a high level of customer service in the public sector.
  • Establish and monitor key performance indicators (KPIs) for primary and tertiary care services.
  • Perform other related duties as required by the job function.

PROFESSIONAL QUALIFICATIONS

The successful incumbent mush have in-depth knowledge and high-level experience in health care systems and health care services delivery including financial management, monitoring and evaluation and an understanding of public health principles. He/She must have proven leadership and management experience in a health related organization or public health agency. He/she must have excellent verbal and written communication skills to effectively communicate with the public, media and government officials. The incumbent must also have strong analytical and problem solving skills to address health challenges.

 These knowledge, skills and abilities are normally obtained in the process of acquisition of a Masters’ degree or higher in public health, health administration or medicine together with at least eight to ten (8-10) years’ experience at a senior management level in a similar or related field.
