The HSE Officer II is responsible for implementing and monitoring CARIRI’s Health, Safety, and Environmental (HSE) policies, ensuring compliance with applicable regulations, and promoting a culture of continuous improvement in health and safety standards.

Position Scope:

The HSE Officer II is responsible for implementing and monitoring CARIRI’s Health, Safety, and Environmental (HSE) policies, ensuring compliance with applicable regulations, and promoting a culture of continuous improvement in health and safety standards. The position requires strong analytical skills, problem-solving capabilities, and technical proficiency in risk assessments, accident investigations, and regulatory compliance. The HSE Officer II will assist in ensuring that all certification and accreditation, rules, laws, and policies are maintained to ensure continuous improvement for both external and internal customers, stakeholders, as well as other interested parties.

 Key Duties And Responsibilities:

  • Implement and maintain HSE policies, procedures, and programs in alignment with CARIRI’s standards and legal requirements (e.g., OSH Act, EMA Act).
  • Conduct risk assessments, job hazard analyses (JHA), and accident investigations, implementing corrective and preventive actions.
  • Ensure compliance with STOW-TT certification requirements.
  • Develop and conduct HSE training programs to increase awareness and compliance among staff and contractors.
  • Monitor and report on key HSE performance indicators and objectives.
  • Liaise with regulatory bodies and ensure CARIRI meets all HSE legal and regulatory requirements.
  • Participate in internal and external audits, inspections, and incident investigations.
  • Support emergency response planning, including drills and first-aid programs.
  • Promote continuous improvement initiatives and identify opportunities for risk reduction.
  • Provide induction training for new employees and contractors on HSSE policies and procedures.
  • Other related duties and responsibilities inclusive of relevant Management Systems.

 Education:

 

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, or a related field.
  • Lead Auditor Certification.
  • Quality Engineer Certification will be an asset.
  • Certification in NEBOSH, OSHA, or equivalent is an asset.
  • Train the Trainer certification will be an asset.

 

Experience:

 

  • At least five (5) years of experience in a similar HSE role, preferably in an industrial, laboratory, or technical environment.
  • Lead Auditor for at least five (5) years.
  • At least five (5) years’ experience implementing Quality or HSE management systems.
  • Experience conducting risk assessments and safety audits.
  • Experience with STOW-TT, ISO/IEC 17025:2017 & ISO 9001:2015 standards will be an asset.

 

Knowledge, Skills, Abilities etc.:

 

  • Sound knowledge of the OSH Act of Trinidad & Tobago
  • Strong knowledge of regulatory frameworks and standards.
  • Strong documentation and report-writing skills for non-conformance reports, audit findings, and compliance reports.
  • Excellent interpersonal skills, communication skills (verbal and written) and training skills.
  • Accident Investigation and Root Cause Analysis.
  • Ability to multitask and work in a fast-paced environment.
  • Ability to work under tight deadlines.
  • Ability to work in a multi-disciplined team.
  • Strong analytical, problem-solving skills.
