The QHSE Officer is responsible for auditing, maintaining, and implementing Client’s Quality, Health, Safety and Environment (QHSE) Management System and will also be responsible for implementing safe systems of work and safe behavioural practices at all levels of the organization.

 

To provide support on quality, health safety and environmental matters in relation to activities conducted by the

company. The QHSE Officer is responsible for auditing, maintaining, and implementing Client’s Quality, Health,

Safety and Environment (QHSE) Management System and will also be responsible for implementing safe systems of

work and safe behavioural practices at all levels of the organization.

 

Roles & responsibilities:

• Primary responsibility to monitor and ensure Quality, Health, Safety and Environmental compliance across

all Client vessels and Shore-Based sites.

• Coaching of Client’s Safety Management Systems, Fleet Operations Procedures and IOGP Life Saving Rules

to all site employees.

• Communicate information on the QHSE Management System, supporting processes and procedures to

support compliance with regulatory and industry compliance standards such as TT OSH Act, ISO 9001, ISO

14001, ISPS, ISM and MLC.

• Maintaining consistent presence on site, especially in high-risk activity areas such as planned maintenance

and non-routine port activities.

• Conduct third party audits and inspections in accordance with the company’s schedule

• Conduct internal compliance audits/inspections on the company’s vessels and shore-based facilities as

guided by QHSSE Manager.

• Review and revision of QHSE documents in accordance with Client’s Quality Management System.

• Develop, facilitate, and review risk assessments for routine and non-routine activities in consultation with

the vessel teams and shore-based departments.

• Develop and deliver in-house QHSE training packages as developed by QHSSE department.

• Assist with the maintenance of a system for recording injuries, accidents, and near misses inclusive of

reviewing all incident/accident reports, compiling, and analyzing safety statistics and identifying

significant trends and occurrences.

• Analyze the results of vessels’ inspections/audits and ensure that the findings are entered into the OFI

system and remedial work plans are developed for the correction of non-conformances

• Actively participate in the HSE incident investigations and prepare required reports in consultation with

management.

• Assist with the renewal and tracking of all vessel certifications (Class, Flag, Port State)

• Assist with the formulation, implementation, and maintenance of an emergency preparedness plan and

procedure.

 

 Job description and person specification

• Assist with the development, implementation, and maintenance of the company’s HSE training plan (both

onshore and offshore staff members) via the update of the company’s HSE training matrix (training needs

analysis, training plan, training log) and the development of company HSE training materials as directed.

• Participate in monthly HSE Committee meetings and prepare minutes.

• Perform any other duties deemed to be within the job holder’s capabilities, as required for the efficient

operation of the Company, as assigned.

• Guidance to site personnel in delivery of inductions to contractors, visitors, and new employees.

• Perform site atmospheric testing as required by risk assessments.

Health, Safety and Environmental Protection

• Demonstrate commitment to quality, health, safety, and environmental excellence through personal

behaviour.

• Report to the QHSSE Manager on matters that deviate from the SMS and FOP procedures.

• Demonstrate technical knowledge of the SMS, FOP and all QHSE supporting documentation.

 

7. Qualifications and experience

Formal maritime qualification at the diploma level and 2 years relevant experience in marine industry,

or HSE Diploma or Nebosh Certificate and 2 years relevant experience in marine industry.

• Strong knowledge of Safety and Environmental principles.

• General knowledge of Quality, Health, and Safety principles.

• Ability to function effectively with minimum direct supervision.

• Incident Investigation – Team Member

• Authorised Gas Tester Level 1

• Internal Auditing and reporting.

• General computer literacy skills - Microsoft Office Suite, Power Bi, CMMS programs (e.g., Helm Connect)

• Strong presentation and facilitation skills

• Ability to work in and around the Marine Environment

• Experience/Familiarity with Safety/Quality Management Systems and Control of Work Procedures

• Experience/Familiarity with International Maritime Codes and Conventions (SOLAS, MARPOL, MLC 2006,

STCW 2010, ISM Code, ISPS Code, CCSS Code)
