Job Position: HSE Officer

Reports To: HSE Supervisor


Salary Range: $6,500.00 to $8,000.00 gross per month


Status: Contract

Position Summary

The HSE Officer supports the HSE Supervisor in all aspects of Health, Safety, and Environmental (HSE) management. This role involves developing, implementing, and monitoring the company’s certified HSE Management System (HSE-MS) to uphold the core values of Safety, Trustworthiness, Accountability, Reliability, Commitment, and Innovation.

Key Responsibilities and Deliverables

Health, Safety & Environment Management System (HSE-MS)

  • Regularly review and update the HSE-MS to ensure relevance and compliance.
  • Develop and implement HSE systems, including Safe Operating Procedures and Risk Assessments for all routine job tasks.
  • Maintain accurate records of HSE performance metrics and document control systems.
  • Ensure compliance with job safety analyses (JSAs) by reviewing, signing, and tracking required documentation.

Communication & Training

  • Deliver HSE information to stakeholders through written communication, presentations, and face-to-face interactions.
  • Assist in planning and participating in HSE Committee meetings.
  • Conduct site visits, including offshore and offsite locations, to ensure adherence to safety protocols.
  • Lead induction sessions for employees, visitors, and contractors, ensuring understanding of safety protocols and emergency response procedures.
  • Conduct regular drills to test and enhance emergency readiness.

Audits & Monitoring

  • Perform internal audits of HSE processes within the company and at client or service provider locations.
  • Monitor and update the corrective action register to address non-conformances.
  • Optimize operational efficiency by reviewing and revising work procedures, and conducting compliance audits.

Environmental Policies

  • Participate in the development and implementation of environmental policies and procedures, ensuring alignment with industry standards.

 

Incident Management & Prevention

  • Support incident investigation processes to determine root causes and implement preventive measures.
  • Enforce the substance abuse and search policy through drug and alcohol testing, pre-employment medical oversight, and random searches as needed.

Other Duties

  • Attend operational meetings and maintain a professional appearance.
  • Ensure the proper use and maintenance of Personal Protective Equipment (PPE).
  • Perform other tasks delegated by management, ensuring all responsibilities are conducted professionally and efficiently.

Key Performance Indicators (KPIs)

  • Compliance rate with HSE-MS and regulatory requirements.
  • Number of completed risk assessments and procedural updates.
  • Incident response time and resolution rates.
  • Frequency and effectiveness of safety drills and training sessions.
  • Timeliness and accuracy of HSE documentation and reporting.
  • Audit findings and corrective action implementation rates.

Minimum Requirements

  • Experience: 2–3 years in a similar role.
  • Education: NEBOSH Diploma or Bachelor’s Degree in HSE or related field.
  • Technical Skills: Proficiency in Microsoft Office Suite.
  • Preferred Assets: Certifications in Quality Assurance, Food Safety, or Public Health. Knowledge on OSH Act.
