The HSE Officer assists the HS&E Manager for the administration, implementation and enforcement of all programs, policies and procedures with respect to HSE for Ramco Industries Limited and the guidelines outlined in the OSH Act 2004 rev 2006.
Key Duties and Responsibilities
q To support the HS&E Manager and the Senior HSE Officer in developing, implementing, monitoring and reviewing the Occupational Health and Safety Policies, Programs, and Procedures.
q To assist in complying with current health and safety legislation and/or regulations with the objective of ensuring that all reasonable and proper measures are taken to protect the safety and health of staff, customers and visitors.
q To increase health and safety awareness at all levels within the organization; by providing information in the form of instructions, training and orientation programs to Managers, Supervisors and Employees to ensure the proper implementation of the HS&E Program.
q To monitor the overall safety program and assisting with the identification of the critical areas.
q To manage and comply with local industry specific, legal, safety and environmental reporting requirements.
q To keep Management informed of the safety performance of the various departments and recommend appropriate actions to improve performance.
q To investigate and report on all accidents to the HS&E Manager, and to assist in the investigation of all accidents/incidents that result in personal injury and substantial damage to sites, equipment and property.
q To identify, investigate and report on complaints of hazardous working conditions.
q To assist the implementation and the running of the Safety Committee.
q Assist the Senior HS&E Officer to coordinate registration and removal of hazardous waste.
q To receive reports from and respond to orders issued by OSH inspectors.
q Work with the Senior HS&E Officer to arrange for Occupational Health and Safety testing and/or evaluations of the workplace by external agencies/consultants as may be necessary.
q To assist the Senior HS&E Officer regarding liaison with all related governmental bodies and regulating agencies.
q To assist in the coordination of training of personnel in areas of safety, including first aid, CPR, accident prevention and investigation, workplace inspections and other matters related to implementing safety procedures.
q To coordinate emergency procedures and act as the emergency on-site coordinator in the absence of the Senior HS&E Officer
q Review and update all Standard Operating Procedures as it relates to HS&E.
Specific Duties:
Risk Assessment
q Conducts (in conjunction with the Departmental Managers, Senior HS&E Officer and HS&E Manager) Risk Assessment for all departments and facilities and submits findings to all department heads.
q Conducts (in conjunction with Departmental Managers, Senior HS&E Officer and HS&E Manager) Job Hazard Analysis (JHA) for all departments and facilities and submits findings to all department heads.
q Ensure that all permit required tasks are in compliance to RIL HS&E Management Systems.
Inspections (Plant)
q Accompanies Plant Consultants on their Plant visits so as to become familiar with the surroundings and common issues, which may arise.
q Conducts regular, routine inspections of all facilities (Filling Plant, Cylinder maintenance Plant, Fabrication Shop and Garage), vehicles, plant equipment, customer files (including tank files), vehicle reports, fire extinguishers, hose inspections and all other relevant and critical items to ensure compliance with Health, Safety, and Environmental regulations and report non-adherence to the HS&E Manager on a timely basis with recommendations for appropriate action to be taken.
q Ensures that the RIL complies with any supply contracts in place and prepares each company for audit by clients/third-parties as required.
q Conducts random spot audits on filled 20lb and 100lb cylinders for compliance to all applicable standards and submit reports to Senior HS&E Officer and HS&E Manager.
Inspections (Ramco Industries Limited)
q Conducts regular random walk around inspections at R.I.L. to assess Personal Protective Equipment (P.P.E.) use and other relevant safety issues (housekeeping, extinguishers, safe working practices, etc.) report near misses and addresses issues, which arise out of these inspections.
q Reports observations/recommendations pertaining to H.S.E issues to the HS&E Manager – whether favorable or not.
q Conduct final inspection on vehicles after PM and provide report to HS&E Manager.
q Conduct Monthly departmental audits to ensure compliance to HS&E tools such as JHAs, TBT, PTW, Etc and provide report to HS&E Manager.
q Conduct quarter inspection on all lifting and rigging equipment certification.
Inspections (Customer Location)
q Conducts regular inspection/audits of customers’ locations to ensure compliance to all applicable standards, guidelines, rules, regulations as it pertains to all storage and use of LPG.
q Ensures Bulk LPG Audit Report is submitted within 2 working days of the audit to the Senior HS&E Officer for review then to the HS&E Manager for final approval.
Random Testing
q Performs employee random drug testing (including alcohol) and reports incidence of non-compliance to the HS&E Manager (RIL)
Health and Safety Committee Meetings
q Liaises with the Health, Safety and Environment Committee and attends all scheduled meetings.
Health and Safety Meetings
Emergency Response Plan
q Assist the Senior HS&E Officer with the amendment on a yearly basis or as otherwise determined by Senior Management the Emergency Response Plan for RIL with emphasis on the following;
q Assist the Senior HS&E Officer to ensure that the Crisis Management Team members are trained yearly on their roles and responsibilities.
OSH, Ministry Of Energy and Fire Services Visits
q Work together with the Operations Manager to ensures that all schedules, Preventative Maintenance Files, Vehicle Files, Vehicle Inspection Files, Tank Inspection Files and all other equipment etc is in compliance with the regulatory body’s requirements
Accidents
q Respond to and Conducts on-site and off-site investigations of all accidents (Inclusive of CEDI Holdings, OSSL and all subsidiaries) and incidents involving fire, unsafe conditions and/or non-adherence to established safety issues.
q Prepares and submits to the HS&E Manager, General Manager or Executive Chairman and Chief Executive Officer Accident reports with recommendations within five days of receipt of statements regarding accidents for corrective measures to be taken.
q Prepares and submits to the Accounting Assistant or designated person in keeping with individual role and responsibility all relevant accidents information ensure that they are completed, copied and delivered for Vehicular accidents, Public liability, Workmen's Compensation, Final Release for public liability and third party claim settlement.
q Liaises with the Insurance Broker/Insurance Company, Third parties as required to ensure closure of all accident files in a timely manner.
q Follow up on Promissory Notes with Administrative Assistant – CEO and all Managers
q Follows up on bill back with Accounting Assistant – Receivables and all Managers Follows up with Garage on Vehicle/Property Damage Quotations and follows up with RIL Managers and third parties
q Liaise with Departmental Managers on closure of accident files based on report recommendation.
q Keep the accident register updated with all accidents.
Health Safety and Environment Systems
q Inspects welding sites and ensure compliance to the Permit to Work requirement together with the Plant Maintenance Manager, Team Leader-Fabrication Operations or Fleet Maintenance Manager.
q Ensures, in conjunction with the Operations Manager/Fleet Maintenance Manager that the company’s fleet of vehicles are equipped with fully functional safety equipment.
q Assist the Senior HS&E Officer in arranging effluent water sampling to meet EMA requirements to attain water pollution rules certification in conjunction with HS&E Manager.
q Prepares report (including recommendations) on testing and submits to Senior Management for review.
q Assist in the application for inspection of the facilities by TTFS to attain our Fire and life certification for all facilities in conjunction with the Senior HS&E Officer and HSE Manager.
q Liaises with the LPG Services Department to ensure that all bulk LPG installations meet company standards upon first installation and ensures that it is maintained within the standards of the company and serviced according to the established Preventative Maintenance (PM) schedule.
q Ensure that all non routine works involving contractors are covered with the necessary HS&E tools (Tool Box talk, JHA, Lift Plan, PTW, etc) to carry out the work safely and without risk to health and the environment
Training
q Assist with designs and schedules in conjunction with the Senior HS&E Officer and HS&E Manager and the relevant Divisional Managers/Supervisors H.S.E training programs/workshops for RIL.
q Ensure the following training demands are met as required
1) Defensive Driving
2) Emergency Responder, Fire Drills and fire extinguisher training
3) Handling and storage procedures
4) Basic safety orientation for new employees
5) Other relevant programs as identified in accordance with the Company’s
HS& E Management System
Customer Service Relationships
q Liaises with clients and relevant government bodies in a cordial and professional manner to ensure that the organization is kept abreast of all regulatory requirements or planned changes.
q Forms and builds relationships with the regulatory bodies governing the Operations of RIL and liaises with relevant personnel within same to be informed of issues which can impact on the Company’s operations.
q Any other relevant duties assigned by Senior Management.
3. Minimum Qualification and Experience
