JOB SUMMARY:

The General Manager, Plant Operations is a member of the Executive Team, accountable for the strategic direction of the Plant Operations Team in alignment with the company’s vision, mission, and corporate business goals.  The incumbent provides effective leadership of the Production and Maintenance functions in accordance with approved policies and procedures, business agreements/covenants and compliance regulations.

  

The essential job responsibilities include:

  • Plan, direct and coordinate the Technical functions of the Company including Production & Engineering: Operations, Process Engineering & Laboratory, Commercial & Logistics and Projects; Maintenance and Supply Chain functions.
  • Directs the efficient and effective delivery of the busines goals of the organizations within the approved annual volumetric and financial budget by utilizing solid demonstrable technical expertise acquired in reputable petrochemical facilities worldwide.
  • Identify areas of improvement to increase the company’s profit by optimizing the raw material and utility usage and implementing debottlenecking Projects.
  • Contributes as an Executive to facilitate the high-level corporate decision making of the organization.
  • Liaise with local and foreigner Directors; represent the company before key stakeholders.

  

PRINCIPAL ACCOUNTABILITIES:

  

General Responsibilities

  • Establish the goals and objectives of the Technical Division and ensure delivery according to the business plan.
  • Develop and implement the annual business plan, KPIs and the budget of the organization.
  • Motivate employees to achieve peak productivity and performance.
  • Assess and ensure that employees are properly trained and have completed the requisite certification to complete their assigned duties.
  • Build company image by collaborating with employees, community organizations, government, and enforcing ethical business practices.
  • Ensure that the different disciplines under this position work efficiently to maximize the production outcome and company’s profit.
  • Assume the responsibilities as defined under the Emergency Response Plan.
  • Maintain and enforce the safety program for the departments and ensure that his/her staff follow safe work practices.

  

Maintenance Responsibilities

  • Ensure high operational reliability by applying internationally accepted engineering and maintenance standards and best practices.
  • Coordinate the Scheduled Turnarounds (STA) to ensure proper identification of the SOW and execution practices to optimize the budget and minimize the non-operational time.
  • Liaise with the technology providers to ensure a safe, reliable, and efficient operation of the facility.
  • Ensure that the predictive and preventive maintenance activities are conducted within the planned schedule and timely reports are prepared to implement learnings.

  

Supply Chain Responsibilities

  • Ensure a reasonable spare parts stock minimizing capital expenditure without sacrificing operational reliability throughout a continuous analysis of inventory movement.
  • Support the team in keeping a strategic sourcing of suppliers, contractor prequalification and selection and ongoing vendor performance management. Ensuring quality suppliers are identified with the aim of fostering long term supplier relationships.
  • Ensure that Master Services Agreements, Tender Package Documents, Requisition for Quotations, Purchase Orders are in good order to satisfy the necessities across the company.

  

Operations, Engineering and Projects Responsibilities

  • Ensure that key technical reports are prepared in a timely manner to support the decision making.
  • Maintain and update operating procedures and training materials for process operations and laboratory control.
  • Analyze production data to improve operational efficiencies and to enhance critical business decisions.
  • Coordinate with the Technical Team and eventually with Administrative Team in the Project Development process based on the Project Management Philosophy.
  • Ensure the adequate management of contracts for gas sales, water, catalysts, chemicals, Diesel, and Master Services Agreement for Engineering.

  

Commercial & logistics Responsibilities

  • Directs the execution of commercial and logistics activities related to the sale of Methanol and DME in accordance with the commercial clauses of the Methanal Offtake Agreement, market dynamics and international trading rules and product quality standards to prevent commercial risk exposures to ensure the product offtake is conducted seamlessly.
  • Liaise between the different product offtakers to ensure the fulfillment of the contractual obligations between the parties.
  • Be a part of the Logistic Steering Committee where key aspects like Production and inventory levels Forecast, Shipping arrangements are discussed.
  • Be a part of the Methanol Steering Committee where the company’s sales strategies including specific sales price factors with the long-term commitment etc. are discussed.
  • Liaise with LABIDCO with respect to the Port operations.
  • Responsible for the management of all commercial matters in the contract for gas sales and port usage, together with any other matters that require commercial attention, including periodical reports to the Lenders of the project.

  

EDUCATION / QUALIFICATION / EXPERIENCE:

  • Bachelor’s degree in Chemical, Mechanical, Industrial or Electrical Engineering from a recognised university
  • Post graduate qualifications in Production Management, Business Management, Finance, or a related field.
  • A minimum of twenty (20) years’ experience in the petrochemical industry (preferably Methanol) is required of which ten (10) years must be at a senior management level. Experience in an Executive role is required.
  • Proven managerial experience.
  • Strong technical knowledge, including in depth understanding of standards, procedures, and industry best practice.
  • Knowledge of international trading rules: example INCOTERMS, ASBATANKVOY, Marine Insurance.
  • Previous experience with budgeting and financial practices in all areas and phases of business operations.
