Financial Analyst - 11666 Description ROLE SUMMARY: To undertake high quality financial analysis to assist the Financial Crime Unit in support of policing priorities and compliance with local, regional, and international advisories, which may affect the Territory. Role Responsibilities: - Conduct financial analysis at a strategic, tactical and/or operational level, identifying and using appropriate analytical tools and techniques to interpret gaps, patterns, and trends, and make recommendations in support of decision making, prioritisation and resource allocation.
- Collect and evaluate financial data and information to support the creation of a data collection plan and the delivery of analytical products.
- Produce written and/or verbal briefings and presentations to stakeholders to provide a clear and concise evidence-based understanding of the subject matter, including providing advice and guidance on products.
- Maintain awareness of innovation within financial crime to ensure implementation of latest techniques and tactics, best practice, and information relevant to the role.
- Use a range of analytical techniques to provide insight into themes and trends across crime types, identifying current, evolving, and emerging threat, risk, and harm.
- Collect, collate, evaluate, and analyse information from a wide variety of internal and external sources relating to committed crime, criminal intelligence policing activities and law enforcement matters, in order to produce high quality analytical services.
- Compile analytical products from a range of sources; identifying and interpreting intelligence gaps, drawing inferences and generating recommendations to support decision making on a tactical and strategic level.
- Negotiate terms of reference with customers to ensure that the product meets their needs.
- Assist with the preparation of the territory’s Threat Assessment on behalf of the Commissioner of Police and make recommendations to address issues raised.
- Produce written or verbal briefings to stakeholders to provide a clear and concise evidence-based understanding of the subject matter.
- Monitor and evaluate the significance of patterns and trends relating to crime and offenders in support of decision making around prioritisation and resource allocation.
- Collaborate with both internal and external partners to ensure access to a rich intelligence source to develop a greater understanding of the crime picture.
- Prepare and Present analytical products for use in court proceedings, as required.
- Adhere to all legal frameworks, key working principles, polices and guidance relevant to the role.
- Maintain flexibility to support corporate initiatives and critical operations as required, which may involve working from alternate locations and outside existing responsibilities.
- Support Divisional and Operational Commanders in local tasking and co-ordination of resources.
- Liaise with the Force Statistician and Performance Manager in analysing crime/incident trends, hotspots, offender profiles, etc., as part of the intelligence capability of the organisation and information to National Security Council and the community.
- Assist other law enforcement agencies in the BVI and region as part of the analytical and intelligence sharing requirements of the Force.
Qualifications MINIMUM QUALIFICATIONS: - Bachelor’s Degree in Statistical Analysis, Social Science, or related field
- Three (3) years working experience in a related area
- CAMS or ACAMS qualification or equivalent
- Police/RISC Financial Crime Analyst training
- National Intelligence Analyst Training (NIAT) or equivalent
- Excel for Analysts Course
KNOWLEDGE AND SKILLS: - Highly advanced research and analytical skills evidenced either through work experience.
- Excellent written and verbal communication skills. Applicants must be able to demonstrate that they have highly advanced skills in effectively producing a range of types of reports for a varied audience.
- Able to liaise with internal and external contacts to establish and develop sharing of intelligence and analysis with partner agencies.
- Ability to develop and test inferences and hypotheses and to draw evidence-based conclusions and make recommendations, in support of decision making.
- Ability to research, analyse, and assimilate large volumes of complex data and prepare and produce concise analytical financial reports.
- Skilled in the use of use IT packages, systems and/or databases involved in analysing, storing, and presenting data.
- High levels of personal integrity and discretion are required for this role and the post holders are subject to advanced Vetting.
- Proven problem solving and creative thinking skills.
- Excellent prioritising skills to manage time and workload. The post holder must be able to demonstrate effective time management skills and the ability to manage an exceptionally demanding and heavy workload.
- Self-motivated and maintain a flexible approach towards working hours and practices to meet operational demands.
- Understanding of relevant legislation and policies appropriate to the role and their use
- Strong working knowledge of the National Intelligence Model (NIM)
