JOB SUMMARY
The Executive Advisor Corporate Strategy (EACS) is an executive leader of the Center of Excellence Division in the TTRA and reports directly to the Director General. The incumbent is required to provide leadership to the project management, analytics, policy and research personnel throughout the Authority. The incumbent will lead the formalisation of the TTRA’s strategic-planning processes, and lead the development of the strategy, translating it across functions and business units, and driving organisational change to establish greater transparency and accountability.
JOB RESPONSIBILITIES
- Leads the development of the strategic plan/framework for the Authority, and the detailed current year operating plan, while adhering to direction set by the Board of Management and the Director General.
- Ensures that appropriate metrics are in place to measure performance and progress towards strategic goals.
- Proposes improvements to corporate strategy and planning process using world-class best practices and frameworks, personal experience, and personal, company, and industry networks/contacts.
- Acts as a key advisor to the Director General on critical changes in the tax and customs regulatory environment.
- Directs the conduct of research into political, legislative, economic, social, technological, business, and industry trends and analyses and interprets strategic trends to identify likely impacts on the Authority and inform the executive decision-making and strategic planning processes.
- Observes external changes affecting the organisation and explores how they can be powerful catalysts for internal evolution.
- Directs the alignment of corporate reporting systems, identification of KPIs and high-level targets, communication and promotional strategies, and processes for review and evaluation to facilitate identification of variations from the plan and make necessary remedial actions.
- Leads the organisation’s approach to measurement and evaluation with a focus on the creation of an organisational dashboard for impact and organisational effectiveness.
- Oversees and co-ordinates quality audits, self-assessments, and reviews to improve strengths and identify areas for improvement.
- Performs or reviews mathematical and statistical analyses of financial and management data (including economic context) in daily work and in the development and use of comprehensive mathematical models to be used in management planning and decision support.
- Oversees the conduct of mid-term and post-project evaluations and the preparation of periodic progress reports on projects in collaboration with relevant stakeholders.
- Oversees and directs the conduct of monitoring and evaluating capacity-building activities across the TTRA, including building technical capacity of teams.
- Provides direction to Department personnel and ensures they receive appropriate training and fulfil their duties to the necessary standards.
- Monitors, reports, and forecasts the Department’s performance by overseeing the KPIs, identifying risks and issues, and implementing corrective action(s) where required.
- Develops and implements KPIs for the team and utilises the Performance Management system to manage and measure performance and motivate team members.
- Provides input into the development of the Department’s budget and monitors and controls its utilisation.
- Provides information for presentations and reports for Board meetings, senior leadership meetings, and various departments of the Authority when required.
- Remains updated on relevant tools, methodologies, and technology.
- Performs other job-related duties as required.
QUALIFICATIONS & EXPERIENCE
- M.Sc. or equivalent professional certification in Strategic Management, Data Analytics, Research, or Economics from a recognised Institution.
- Ten (10) years’ public sector experience including at least five (5) years at the senior managerial level in strategy development
- Knowledge of good policy and strategy principles
- Knowledge of analytics and reporting
- Any other equivalent combination of education and experience
