The Children's Authority of Trinidad and Tobago is a specialized agency with the responsibility for the care and protection of children, especially those who are at risk or have been victims of abuse or neglect.

The Children's Authority of Trinidad and Tobago is seeking to recruit for the role of Enterprise Information and Communication Technology Manager, on contract.

The Enterprise Information, Communication and Technology (EICT) Manager is responsible for the efficient and effective management of the Children’s Authority's information system infrastructure, including server operations, network services, telecommunications, information security, disaster recovery, and desktop services. This role requires a strategic thinker with strong leadership abilities and a comprehensive understanding of ICT best practices, particularly in cost management and risk mitigation. The manager will collaborate with various departments and key stakeholders to implement technology solutions that enhance the provision of the Authority's services, improve operational efficiency, and ensure optimal resource utilization while minimizing potential risks.  

Minimum Qualifications:

  • Master’s degree in Computer Sciences, Information Systems Management or related area.
  • BSc. Computing, Computer Information Systems, Computer Engineering or related field.
  • Eight (8) years of of experience in Information Communication Technology.
  • At least four (4) years in a managerial/ supervisory capacity.

Principal Accountabilities/ Key Functions:

  • Assess the ICT needs of the Authority and consult with specialists to identify appropriate technology solutions.

  • Oversee the management of the Enterprise ICT, ensuring the smooth operation of all hardware, software, networks, and systems.
  • Evaluate and implement new technologies, including best-in-class platforms, to enhance the Authority’s services and drive productivity.
  • Identify and mitigate technology risks, working with the Enterprise Risk Management team to develop effective strategies that protect the Authority's operations.
  • Work with executives to integrate technology solutions across departments seamlessly.
  • Maintain and ensure the proper functioning of communication equipment across all locations.
  • Develop and execute ICT strategies aligned with the Authority’s goals, including comprehensive disaster recovery plans.
  • Manage EICT staff through training, performance appraisal, and communication of job expectations.
  • Conduct proactive evaluations of system performance to identify inefficiencies and potential issues.
  • Develop and enforce guidelines and policies for online security, data backup, and antivirus measures.
  • Stay informed about technology trends to maintain data security and system integrity.
  • Manage ICT assets through budgeting, procurement, and tracking processes.
  • Represent the Authority in meetings, workshops, and conferences.
  • Perform additional duties as assigned by the GM, Finance, Enterprise Risk & ICT.
