To assist with the technical aspects of the maintenance, repair, and improvement projects assigned within the Facilities Management Unit Portfolio.

DUTIES AND RESPONSIBILITIES:

  • Ensure that all assigned facilities under the Property Development department’s purview adhere to all local laws and statutory regulations. 
  • Monitor and control compliance with environmental and health standards. 
  • Assist in the development of policies and procedures for the department. 
  • Prepare reports for costing and budgetary exercises. 
  • Assist in the development and implementation of preventive maintenance program for sites under the department’s purview, so to extend the life of assets and reduce downtime. 
  • Conduct regular inspections at facilities under the department’s purview to identify maintenance and repair needs. Report on findings to the Facilities Co-ordinator. 
  • Oversee and coordinate routine maintenance and repair activities, including HVAC systems, electrical, plumbing, and any other building systems as assigned. 
  • Respond promptly with viable solutions to facility-related issues and emergencies. 
  • Development of Scope of Works for all routine maintenance and project based works for all assigned sites. 
  • Maintain an accurate inventory of all assets, equipment, and systems within the various designated sites. 
  • Assist in the preparation of proposals for Client.  
  • Assist in the development of ‘Requests for Proposals’. 
  • Liaise between Facilities Technicians and Facilities Coordinator for all site matters. 
  • Draft technical and status reports for review and provide updates as required. 
  • Review service reports and report issues in a timely manner to designated supervisor. 
  • Ensuring timely submission of contractors’ invoices and matching same with the corresponding NIPDEC’s service report. 
  • Prepare User Briefs in consultation with Client representatives and peers for review. 
  • Assist in the Tender Evaluation process. Review tender documents inclusive of designs, specifications, Bills of Quantities and report on details with recommendations. 
  • Perform a preliminary evaluation report of all bid submissions for review. 
  • Monitor handover and close-out processes ensuring that documents are submitted by the Contractor and Consultant and recorded appropriately inclusive of recommendations for improvement. 
  • Chair selected internal and contractor/supplier meetings relevant to the range of projects assigned. 
  • Perform a review of project schedules with recommendations/amendments to improve efficiency of the progress of the works. 
  • Monitor whether contract conditions and specifications are being met by Contractors and provide a regular report on same. 
  • Supervise engineering works as required. 
  • Review and process payment applications inclusive of Payment Application Form, Billing Instructions, Payment Certificate, and Cash Flow. 
  • Prepare draft Procurement and Disposal Advisory Committee report for finalisation. 
  • Perform other duties assigned from time to time. 

 

 QUALIFICATIONS AND EXPERIENCE:

 Minimum Requirements:

 

  • Bachelor of Science in Mechanical Engineering. 
  • A minimum of two (2) years’ experience in maintenance, project planning and implementation in the building and construction industry. 

 

Special Skills and Knowledge: 

  • Training in engineering design and principles and experience in a wide variety of design types. 
  • Training in the design and detailing of Structural, Mechanical, Electrical or Civil Engineering Services. 
  • Working knowledge of the implementation and utilization of data processing systems and other IT systems associated with the industry. 
  • Training in modern management techniques and practices. 
  • Ability to examine and evaluate data and to present alternative actions in relation to the evaluation. 
  • Ability to express ideas clearly and concisely, orally and in writing. 
  • Ability to establish and maintain effective working relationships.

 

PERFORMANCE STANDARDS 

  • Standards set in relation to the Department’s business plan, strategic objectives and budgets. 
  • NIPDEC’s policies and procedures. 
  • Established professional standards, industry best practice and statutory requirements.
