The Port Authority of Jamaica wishes to recruit an ENTERPRISE RISK & BUSINESS CONTINUITY OFFICER in the President’s Office.

SALARY SCALE: $8,766,798.08 - $10,017,247.63 per annum.

JOB SUMMARY:

This role is responsible for assisting in the management and coordination of risk management for the Authority, its subsidiaries and business entities, in accordance with risk management policies and frameworks. The scope of responsibilities includes maintenance and on-going monitoring of risk management programmes and business continuity management.

 

QUALIFICATIONS & EXPERIENCE:

  • Bachelor’s degree in actuarial science, Economics, Finance, Business Administration or related qualification
  • Professional certification in risk management (e.g. Professional Risk Manager, Chartered Enterprise Risk Analyst or Financial Risk Manager) or business continuity (e.g. Certified Business Continuity Professional, Business Continuity and Resiliency Professional or Certificate of the Business Continuity Institute) is an asset.
  • Minimum of 2 years’ experience in Risk Management, Compliance or Business Continuity

 

DUTIES & RESPONSIBILITIES:

  • Assist with the maintenance and use of the Risk Management framework. This includes following the procedures and guidelines which promote risk principles and practices, risk metrics, Risk Management tools and templates, risk registers, in line with the organisation’s risk appetite.
  • Assist in the design and development of processes and controls to manage risks.
  • Assist with managing and identifying changes in the organization’s implicit risk appetite and risk tolerance and monitoring known and emerging issues affecting the Authority.
  • Provide guidance and training related to risk management and control processes.
  • Assist with compilation of risk information and draft reports to Local Risk Committee, Executive Management and the Board.
  • Liaise with and assist teams monitoring risk registers and any potential changes in the environment that affect their operation.
  • Participates in meetings of the Local Risk Committee which comprises risk representatives from divisions/business units.
  • In consultation with HR, develop and execute a risk training program to educate employees on appropriate procedures relating to Risk Management and reporting.
  • Ensure all identified risks are rated and entered in the Risk Management register and amend as necessary to account for any significant changes in risk for the new risks identified.
  • Provide accurate and timely advice and information to department managers.
  • Assist with the monitoring and implementation of initiatives/recommendations to manage identified risks.
  • Assist with the management of business risks by coordinating enterprise-wide business continuity planning efforts to include:
  1. Developing business continuity plans and procedures with input from each HOD
  2. Ensuring routine updates to the detailed information supporting the business continuity procedures (e.g. contact lists, personnel assignments, hardware/software specifications, network diagrams, vital records management, and inventory list, off-site back up schedule, etc.)
  3. Training and awareness programmes to ensure all employees with business continuity responsibilities are adequately trained to fulfil their assigned responsibilities and are familiar with the relevant provisions of the business continuity plans.
  4. Developing programmes to ensure that all components of the business continuity plans are successfully tested, results documented and recommended enhancements identified. Testing should take place at least annually, or whenever significant changes are made to these components.
  5. Revision of the business continuity plans and procedures necessitated by changes.
  6. Assessing/communicating the business continuity implications of proposed technological or organisational changes
  • Assist with coordinating during emergencies which may require activation of all/part of the BC plans to hurricanes and other natural disasters.
  • Any other duties assigned.
