The Director, Finance and Accounts is charged with the responsibility to ensure the provision of a comprehensive and properly maintained accounting operation in keeping with established policies, practices and regulations.

DIRECTOR, FINANCE & ACCOUNTS (FMG/PA 4)

SALARY RANGE: $6,333,301 - $8,517,586 PER ANNUM

JOB PURPOSE

The Director, Finance and Accounts (FMG/PA 4), under the leadership and direction of the Trade Administrator/ Chief Executive Officer, will be the authoritative source of guidance and advice on all matters concerning strategic financial administration, including but not limited to full and complete compliance with all requirements under the governing acts, budget management and oversight, as well as supporting the continuous enhancement of the financial viability of the entity.

KEY OUTPUTS

 

  • TBL’s strategic and operational plans developed to agreed deadlines, underpinned by financial plans covering medium and long term.
  • Financial objectives and strategies developed in a timely manner.
  • Department Annual Work Plan
  • Financial statements and reports including cash flow statements and variance analysis are accurate of high quality and submitted within established timeframes.
  • TBL’s budgetary and cash resources adequately allocated between programmes/units
  • Sound financial guidance given to the Trade Administrator/CEO and Heads of Departments.
  • System for checking, certifying and authorization of payments
  • Salaries and other contractual obligations
  • Validity of the estimates of revenue
  • Annual Estimates of Miscellaneous Revenues and/or Appropriations-in-Aid
  • Mechanism for containing expenditures within the warrant limits
  • Prompt remittance of revenue
  • Authorisation of payment; journal vouchers and signing cheques
  • Monthly /Quarterly/Annual/Special financial statements
  • Planned and actual revenue and public expenditure reports
  • Polices, systems and procedures implemented
  • Individual Work Plan prepared
  • Staff performance appraisals conducted
  • Sound financial/technical advice and/or directives to the unit’s team members
  • Annual Audit schedules and confirmation letters prepared
  • Bank reconciliation statements and loan amortization schedules prepared
  • Financial records maintained

 MINIMUM REQUIRED EDUCATION AND EXPERIENCE

•     Master’s Degree in Accounting or Management Studies with Accounting or any equivalent, relevant qualifications from a recognized tertiary institution

•     Experience in Public Sector would be desirable plus five (5) years’ experience in financial and operations management, with demonstrated success in planning and implementing strategic plans.  

                                               OR

•     Association of Certified Chartered Accountant (ACCA) or Uniformed Certified Public Accountant (CPA) or any equivalent recognized professional qualification in Accounting

•     Experience in Public Sector would be desirable plus five (5) years’ experience in financial and operations management, with demonstrated success in planning and implementing strategic plans. 

 

                                               OR

•     Bachelor of Science Degree in Accounting or Management Studies with Accounting or any equivalent relevant qualification from a recognized tertiary institution

•     Experience in Public Sector would be desirable plus seven (7) years’ experience in financial and operations management, with demonstrated success in planning and implementing strategic plans.
