The Role of Director Corporate Finance:

The Director Corporate Finance advises and partners strategically with the Chief Executive Officer (CEO) and the Board of Commissioners on finance-related matters. Protects and improves the financial integrity of the Utility. Leads in developing the strategies to increase viability, mitigates financial risks and optimizes financial assets while increasing their economic value.

The incumbent to the position will support a transformed Authority in achieving its strategic mandate through the development and execution of policies and/or programs, accountability for staffing and leading teams of:

  • Procurement
  • Business Support Risk & Financial Control
  • Accounting Operations & Treasury

The position reports to the Chief Executive Officer and the key accountabilities are:

Key Accountabilities

Strategic

  • Supports CEO, Board of Commissioners and Senior Management Team in strategic finance-related decision making
  • Leads the development of annual financial and operating budgets and manages the budgeting/forecasting processes
  • Oversees the use of measurement tools to evaluate performance and makes strategic operating and investment decisions
  • Aligns supply chain strategies and activities with business objectives
  • Develops and implements strategies to improve efficiency and reduce costs in supply chain operations
  • Monitors/ collaborates with the Enterprise Risk Management (ERM) team in supporting the line management in assessing and developing risk mitigation plans as required.
  • Supports a WASA Risk Management Framework (risk tolerance, risk treatment, risk transfer) and detective controls

 

 

Fiduciary: Must Do

  • Oversees and ensures effective tax planning and compliance with local tax regulations
  • Assesses financial structure(s) and processes with a focus on implementing operational improvements that will facilitate and increase efficiency, quality of the financial services, drive viability and financial solvency of the Water Service Areas
  • Oversees the management of treasury, investments, return on investments and risk
  • Maintains overall good credit rating of the entity
  • Ensures financial management of all assets /Joint Ventures / partnership / property acquisition / divestment / investment related proposals and business plans.

 

Leadership

  • Exercises authority and approves decisions on major finance and corporate matters as per Delegation of Authority
  • Leads a team of senior professionals by developing talent and cultivating a high-performance culture.

 

Minimum Qualification/Training:

  • Graduate in Accounting, Finance, Economics or Business
  • ACCA, CPA, CFA or other professional certifications is required
  • Master’s in business administration would be an asset.

 

Minimum Experience:

  • 15+ years’ experience in Finance or General Management field inclusive of 5+ years in progressively senior financial roles, preferably in a recent Chief Financial Officer role.
  • Or an equivalent combination of education and experience.
