The Barbados Civil Aviation Authority is the national regulatory body overseeing all aspects of civil aviation. Our aim is to ensure the highest standards of safety, security and efficiency in the aviation industry.
POSITION OVERVIEW
We are seeking a highly experienced and dynamic professional to join our team as the Director of Air Transport Management. The successful candidate will be responsible for overseeing all aspects of air transport operations, including strategic planning, regulatory compliance, and operational efficiency.
KEY RESPONSIBILITIES
1. Develop and implement strategic plans to enhance air transport operations in Barbados
2. Ensure compliance with Civil Aviation Act, Air Transport Regulations and Airports (Economic Regulation) Act., ICAO Standards and recommend practices (since there are key guidance documents like DOC 9082, 9587, 9626 etc.) and any other relevant aviation regulations and safety standards.
3. Manage relationships with regulatory bodies, airlines, and other key stakeholders.
4. Oversee the day-to-day operations of the air transport department, ensuring efficiency and effectiveness.
5. Lead, mentor, and develop a team of professionals in the air transport division.
6. Monitor industry trends and advancements, integrating relevant innovations into our operations.
7. Develop and maintain an Air Transport Statistical database
8. Prepare and manage budgets, forecasts, and financial reports for the air transport department.
9. Participate and represent the CAA at Air Services Agreement Negotiations and make recommendations for new agreements or amendments to existing agreements
10. Represent the Director General and/or Barbados at industry conferences, meetings, and events.
QUALIFICATIONS AND EXPERIENCE
1. A Master’s Degree in Transport Studies, Management, Economics, or equivalent
2. A minimum of ten (10) years' experience in the aviation industry, either commercial or regulatory, with at least three (3) years in a senior supervisory or managerial position.
SPECIFIC KNOWLEDGE REQUIRED
1. Sound knowledge of Qualitative and Quantitative research methodologies.
2. Sound knowledge of the Economics of Aviation and Air Transportation.
3. Sound knowledge of the Barbados Civil Aviation Regulations and the relevant ICAO guidance material relating to the regulation of commercial air transport.
4. Sound knowledge of the environmental implications of aviation activities and the mitigating activities required by international agreements.
