DEPUTY EXECUTIVE DIRECTOR, 
OPERATIONS AND ADMINISTRATION
FIXED TERM CONTRACT

The Financial Services Commission (FSC) is an integrated financial services regulator. Our
mission is to regulate and supervise the securities, insurance and private pensions industries,
for the protection of their users, thereby enhancing public confidence through the efforts of a
competent workforce.

The FSC has an immediate opening for the position of Deputy Executive Director
(Operations and Administrations).


MAJOR ACCOUNTABILITIES:
▪ Overall administration and management of the operational affairs of the FSC, including the establishment and maintenance of an appropriate organizational structure, the training and development of staff, the maintenance of high standards of professionalism, expertise and work ethic, ensuring the integrity of the FSC’s operational systems as well as ensuring optimal technological and other resources to facilitate the efficient and effective discharge of the supervisory responsibilities of the FSC.
▪ Providing strategic leadership and management to ensure that the responsibilities pertaining to the job holder as Deputy Executive Director as well as those of support the Commission are effectively and efficiently executed.
▪ Lead the development of the Commission’s Annual Budget as well as the process for the submission of the Commissions audited statement of account, estimates of revenue and expenditure for the ensuring year to the Minister.
▪ Facilitate the production and submission of the Commission’s Annual Report to the Minister within the prescribed period.
▪ Providing leadership in the formulation, implementation and maintenance of an effective system of policies and procedures around the human resources, finance and technological areas of the Commission to ensure compliance with international best practices and alignment with applicable laws.
▪ Overseeing the implementation of remedial actions recommended by internal and external audit(s) in respect of the operations of the Commission.
▪ Informing the Executive Director and the Management Committee of material developments concerning specific operational and administrative matters with advice or recommendations for action as appropriate.
▪ Providing oversight into the procurement activities of the Commission (for e.g. the negotiation of contracts for the supply of goods and services)
▪ Providing leadership in the formation, implementation and maintenance of a Procurement Plan and strategy for the Commission.
▪ Chairing and/or participating in high level meetings and committees both internally and externally including locally, regionally and internationally.

QUALIFICATIONS AND EXPERIENCE
▪ Professional certification in accounting, such as ACCA, Finance or training in economics and management or post graduate degree in human resources management, finance, management, accounting or business, or law or public management.
▪ At least five (5) years’ experience in industrial relations
▪ Extensive knowledge of fixed term contracts and Labour Relations Code
▪ Ten (10) years working experience in financial regulatory environments, or Seven (7) years executive human resource management in a financial institution
Certification in CFA, FRM, Business process automation and project management will be an essential asset.
