Background

Profiles Caribbean Inc. is working collaboratively with the Regional Security System (RSS), to source and select a suitably qualified candidate, with the requisite skills and experience for the position of Deputy Executive Director. Details of the responsibilities and requirements are detailed below.

Organisation Setting and Reporting

The Regional Security System (RSS) was created out of a need for a collective response to security threats, which were impacting on the stability of the region in the early 1970’s and 1980’s. In October 1982, four members of the Organisation of the Eastern Caribbean States, namely, Antigua & Barbuda, Dominica, St. Lucia and St. Vincent and the Grenadines, signed a Memorandum of Understanding (MOU) with Barbados to provide for “mutual assistance on request”. St. Kitts and Nevis joined after gaining independence in September 1983 and Grenada in January 1985. The MOU was updated in 1992 and the RSS acquired juridical status in March 1996 by way of the Treaty which was signed in St. Georges, Grenada. The Regional Security System (RSS) is located at Paragon, Christ Church, Barbados. The Deputy Executive Director reports to the Executive Director.

Summary of Duties and Responsibilities

The Deputy Executive Director is required to assist the Executive Director in the general management of the the Regional Security System Headquarters and specifically to oversee the day-to-day functioning of the Office. The duties of the Deputy Executive Director include but are not limited to:

  • Overseeing the planning and daily work of the RSS HQ staff.
  • Ensuring that there is sufficient administrative support to the Police and Military Staff Officers and staff members of related grade.
  • Representing the Executive Director at International Conferences and Meetings as required.
  • Liaising with the Regional Security Chiefs on RSS matters as required.
  • Overseeing the preparations for the Council of Ministers and Security Chiefs meetings.
  • Liaising with International Development Partners with respect to RSS support.
  • Assuming full responsibility for the activities of the RSS in the absence of the Executive Director.
  • Ensuring the preparation of Confidential Reports and ensure that the preparation and submission of Staff Confidential Reports are completed on a timely basis.
  • Preparing Confidential Reports on Directors.
  • Managing the Human Resource Management and Development requirements of the RSS.
  • Preparing the Annual Budget for presentation to the Executive Director and control the RSS Budget and Accounts.
  • Maintaining physical and documentary security.
  • Managing Housing and Administration of the attached staff.
  • Taking responsibility for all logistical matters in the RSS.
  • Any other related duties as may be directed by the Executive Director.

 Qualifications and Skills Requirements

  • A Bachelor’s Degree and three (3) years experience at a Senior Officer level in a Military or Police Force preferably Lt. Col., Senior Superintendent/ Assistant Commissioner of Police, or an Attorney-At-Law with at least seven (7) years’ experience in financial investigations.
  • Post Graduate qualifications would be an asset.
  • Professional and Academic qualifications beyond the entry level and at least five (5) years in a Senior Officer level in a Military or Police Force preferably at Lt. Col., Senior Superintendent/Assistant Commissioner of Police or above.
  • Finance and Budget preparation experience will be as asset.
  • Human Resource Management and Development experience will be an asset.
  • Quality Assurance, International Relations, and/or Policy Development knowledge and expertise will be assets.
  • A legal background would be useful in this role.

Tenure

The post is full time on a contractual basis and the RSS Headquarters follows the Barbados Government regulation in relation to retirement which is presently sixty-seven years.
