DIRECTOR HUMAN RESOURCE MANAGEMENT (GMG/SEG 1) Salary range $3,501,526.00 – 4,709,163.00
JOB PURPOSE:
Under the direct supervision of the Senior Director, Corporate Services, the Director Human Resource Management is responsible for planning and organizing the operations of the Human Resource Management Unit to enable effective integration and seamless implementation of the HR policies, systems and programmes within the operations of the Agency. The incumbent is expected to maintain currency in GoJ HR policies and procedures, international good practices as well as industry trends in managing people resources.
MAIN FUNCTIONS:
- Direct the development of the annual operations plan and budget for the department and ensure effective implementation;
- Directs the recruitment and selection process;
- Oversees organizational development programs to facilitate the supply of staff arranged in structures that enable career progression opportunities and enhance the organization’s performance;
- Manages the development and operations of the Agency’s HR Dept;
- Develop Human Resource Systems, policies, coordinate and guide management in the implementation of approved policies and programmes;
- Provides leadership for key functions such as compensation management, Employee Benefits, Succession Planning, staff welfare;
- Facilitate harmonious and productive employer/employee relationships;
- Oversees the Agency’s Performance Management processes;
- Monitor and guide decision-making related to recruitment, promotion and transfers. Conduct interviews as necessary for short-listing or final selection;
- Provide employees with opportunities for training and development to enable them to meet the performance requirements and objectives of the organization;
- Ensure timely resolution of employee claims and disputes as per agreed Laws, policies and procedures;
- Guides the development and implementation of the orientation and onboarding programmes to support new recruits;
- Participate in general management activities of the organisation; attend required management meetings and participate in required committees internally and externally;
- Provide welfare support to staff members during disasters/emergencies;

FUNCTIONAL (TECHNICAL) COMPETENCIES:
Technical skills:
- Knowledge of the labour laws , administrative policies, procedures and practices; pertaining to industrial relations, salary administration, employee benefits and welfare.
- Knowledge of current techniques of human resources motivation and development.
- Good Knowledge of organizational development principles;
- Knowledge of the Financial Administration and Audit Act;
- Excellent Knowledge of Government of Jamaica Staff Orders;
- Good knowledge of the ODPEM mission and role in Disaster Risk Management;
- Working knowledge of GOJ HR management software;

- Proficiency in the relevant computer application software;
REQUIRED EDUCATION /EXPERIENCE:
- A first degree in Management Studies/Personnel Management, Human Resources Development or equivalent.
- Eight (8) years experience in Personnel Management with three years in a management position.
