To coordinate multiple streams of training initiatives related to the Control of Work (CoW) system to ensure that schedules and plans are adhered to with a high degree of efficiency.

KEY RESPONSIBILITIES

  • Coordinates and organizes all logistics required for the effective delivery of multiple streams of training related to CoW deliverables and objectives, including training materials, facilitator, venue, etc.
  • Develops and coordinates CoW system competency assessment and verification plans and delivers action closure plans.
  • Trains, assesses and assures the competence of all CoW system users within the company on all elements of the CoW standard to ensure that all personnel gain the knowledge and skills necessary to meet the CoW requirements of their specific positions.
  • Trains, assesses and assures competence (classroom and in the field) in Heritage’s Permit to Work (PTW), Safe Isolation and Return to Service (SIRS) and Hazard Identification and Risk Assessments (HIRA) Systems, for all CoW system users.
  • Provides expert advice and support to all applicable personnel on every aspect of the CoW standard.
  • Tracks performance of each training session (attendance, absence, issues, or gaps) and ensure plans are made to improve training delivery in future sessions.
  • Interfaces with the relevant departments/groups to verify training and competence is updated to align with the CoW system and the procedure.
  • Creation of monthly CoW system KPI reports and maintains CoW Team scorecard.
  • Supports the Operations and Maintenance teams, to facilitate higher levels of CoW conformance and verify conformance with the CoW procedure.
  • Leads the community of practice across all business units to facilitate continuous improvement in relation to the CoW process and procedure and update the CoW procedure based on learnings as needed.
  • Interfaces with the CoW Manager to identify any updates needed to the CoW procedure.
  • Identifies and verifies that any related procedures and supporting documentation are updated as needed with changes to the CoW procedure.
  • Manages the CoW procedure, feedback, continuous improvement, and any Management of Change (MoC) activity as needed.
  • Provides leadership and direction on the electronic CoW system to deliver support and advice on the CoW system.
  • Provides system administrator support for the CoW system software.
  • Delivers the CoW coaching strategy to support the effectiveness of the CoW barrier including performance management and commercial management of the coaching team.
  • Undertakes any other assignments required from time to time, to fulfil the job purpose.
EXPERIENCE & QUALIFICATIONS

Minimum Qualifications

  • Bachelor’s Degree in Occupational Health and Safety, or Environment, or Engineering, or Natural Science or any other related discipline.
  • Professional qualification in Occupational Safety, such as Corporate Membership of the Institution of Occupational Safety and Health or Certified Safety Professional would be desirable.

Experience

  • A minimum of five (5) years in Production Operations with specific emphasis in the development and execution of energy isolation and return to service procedures with a minimum of three (3) years in the oil and gas industry.
  • A minimum of five (5) years in broad based work with specific emphasis in systems development and implementation with experience in environment, health and safety and a sound understanding of current and relevant international industry best practices and standards.

Job Specific Skills

  • Excellent reasoning, troubleshooting and problem-solving skills with emphasis on administration and troubleshooting of CoW system software.
  • Expertise in all elements of the CoW system. 
  • Thorough understanding of Permit to Work, Safe Isolation and Return to Service (SIRS) of process plant equipment and Hazard Identification and Risk Assessments (HIRA) Systems and can transfer/impart knowledge to bring about desired/required results.
  • Knowledge of major principles and techniques of industrial electrical, instrumentation and control system isolations.  Aware of the hazards and risks associated with this competency.
  • Knowledge of major principles and techniques of industrial mechanical system isolations.  Aware of the hazards and risks associated with this competency.
  • Knowledge and experience in Integrity management and CoW system structure and implementation.
  • Knowledge of major principles and techniques of industrial mechanical system isolations.
  • Effective auditing skills to provide assurance for the CoW competency assessment system development.
