To manage and lead a team to deliver the Company’s subcontract and procurement objectives. To deliver value through the management of staff, conducting performance reviews for all Purchasing Agents, establishing, and executing development actions for the Procurement team.

KEY RESPONSIBILITIES

  • Leads the procurement processes, systems and strategies employed for the purchase for materials and services.
  • Leads the capacity development of the Procurement team and mentorship of contracts and procurement team.
  • Coordinates closely with the Category Managers and Purchasing Agents on specific projects/ programs/agile teams to ensure subcontracting activities and prime contracts are carried out in a manner consistent with HPCL requirements and operational objectives.
  • Identifies risk and coordinates the actions to implement risk mitigation strategies and plans.
  • Supports the Category Managers and Purchasing Agents to develop strategic sourcing agreements.
  • Evaluates suppliers based on the price, quality, and speed of delivery of their products and services.
  • Interviews vendors and conducts site visits at distribution centres to examine and learn about products, services, and prices.
  • Conducts oversight on price proposals, financial reports, and other information to determine reasonable prices.
  • Negotiates with vendors and suppliers to achieve optimum arrangements of the supply of material and services for the Company.
  • Leads negotiations to obtain the best price, delivery, terms of payment and purchase order terms & conditions, tax exemptions, price escalation, and other factors impacting costs.
  • Evaluates and monitor contracts to ensure that vendors and suppliers comply with the terms and conditions of the contract and to determine the need for changes.
  • Attends meetings, trade shows, and conferences to learn about new industry trends and makes contacts with suppliers. 
  • Undertakes any other assignments required from time to time, to fulfil the job purpose.

EXPERIENCE & QUALIFICATIONS

Minimum Qualifications

  • Bachelor’s Degree in Supply Chain Management / Management or Chartered Institute of Procurement & Supply Professional Diploma Level 6 (MCIPS).

Experience

  • A minimum of five (5) years’ extensive experience with a track record of managing contracts with a minimum of one (1) year in the oil and gas industry.
  • Demonstrable experience with complex contracts and a thorough understanding of the legal framework to which the contact design must adhere.
  • Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
