COMPLIANCE OFFICER / OPERATIONS TEAM LEAD

INDUSTRY: CREDIT UNION

LOCATION: MAYARO

The Operations Team Lead is responsible for responsibility for overseeing the day-to-day operations of GEACU with a view to offering new business opportunities and ensuring new and existing member needs are met and exceeded. This officer is also responsible for GEACU Compliance Operations including management of policies and procedures. The Compliance Officer oversees all the Credit Union’s Compliance Operations across the various Departments including Lending, Accounting, and Teller Operations. The Compliance Officer works with Management, Employees and Government Regulatory Authorities to ensure that institutional activities are in compliance with Co-operative and Financial Laws. An emphasis is placed on providing accurate and timely reports to Management and external Regulators to improve the Credit Union’s business results and comply with Financial Laws.

The Operations Team Lead will be directly responsible for the GEACU electronic platform, media & communication, Information Technology, and assisting the Manager with the administration of the Emortelle application.

 

QUALIFICATIONS, EXPERIENCE & CRITICAL SKILLS/ABILITIES

  • A Bachelor’s Degree or equivalent qualifications in Management, Law or Finance.
  • A minimum of three (3) years’ experience in experience in a similar role, Compliance, Team Lead or Supervisory position.
  • Familiarity with Operational, Financial, Quality Assurance and Lending Policies, Procedures and Credit Union’s Operations.
  • Compliance qualified or in pursuit of this will be an asset.
  • Ability to use Emortelle software will be an asset.

ROLES AND RESPONSIBILITIES

Compliance

  • Ensure that all compliance issues relative to the Financial Intelligence Units, The Anti-Terrorism Finance Act, the Credit Union Bill (act), the Co-operative Societies Act, and relevant bye-law and policies are dealt with effectively.
  • Oversee GEACU compliance operations to ensure adherence with the governing laws of the land and GEACU policies.
  • Plan and conduct training for staff and officers of the society
  • Review GEACU policies and procedures periodically to ensure that all policies and procedures are kept up to date.
  • Conduct member due diligence in keeping with financial regulations.
  • Keep abreast and disseminate information to GEACU staff and officers on trends and developments in the financial environment.
  • Submit periodic reports to the FIU as required by law.
  • Review all new member applications prior to submission to Board for approval to ensure that they comply with Anti-Money Laundering (AML); Counter-Financing of Terrorism (CFT) Regulations and Credit Union Policy.
  • Disseminate information, answer question and be a subject-matter expert for the Credit Union on all Compliance-Related issues.
  • Review all Forms and ensure AML guidelines are followed.
  • Assist Compliance Examiners with their examinations, making available information that is necessary to complete their Audits/ Site Visits.
  • Performs confidential and operational inquiries, and where necessary escalate findings to the relevant authority.
  • Continuously monitors the external legislative and regulatory environment to ensure the Society’s Compliance Programme is kept up to date.
  • Make recommendations for the enhancement and improvement of internal controls and system in order to minimize compliance risk.
  • Prepares accurate and timely monthly reports to the Board of Directors or appointed committee, informing of activities of significant concerns, with recommendations being provided as needed.
  • Works with internal auditors, external auditors and examiners to ensure the credit union responds appropriately to requests made for information.

 Operations

•       Coordinate GEACU processes, motivating team and setting clear targets/objectives for achievement.

  • Initiates and maintains GEACU policies and procedures.
  • Works with all related third-party bodies to ensure the legitimacy of all documents prior to transaction processing.
  • Keeps track of performance as it relates to targets.
  • Responsible for ensuring that the highest quality of service is delivered to our members.
  • Oversees timely response to members’ queries and requests.
  • Oversees insurance and securities verification.
  • Management of member electronic platform and ensure that all available features are fully implemented and utilized. Increase member enrollment and usage.
  • Assist management in the execution of special projects.
  • Other duties as assigned by Manager from time to time.

 Media and Communication

  • Responsible for disseminating of information to members including general updates, marketing information and products & services.
  • Responsible for ensuring that all media channels including GEACU website and all social media platforms are up to date. Maintain active Facebook page; disseminate mass information to members using Text Blast, What’s App, print media and any other approved media.
  • Responsible for sending semi-annual and dividend statements to members. Use electronic platforms where possible.
  • Responsible for overseeing and signing off on letters to members.

 Business Development

  • Achieve sales target through department as outlined by Manager. The Team Lead will be responsible for leading department towards achieving sales targets including but not limited to loan referrals, membership growth, FIP enrollment and GEACU electronic (online) services.
  • Retain, build and maintain member accounts through effective account management and member relationship building activities.

 Customer Satisfaction

  • Manage member queries and provide feedback to members in a timely manner.
  • Conduct service quality reviews (post-service reviews)
  • Conduct regular monitoring of member waiting time and institute measures and or make appropriate recommendations to reduce waiting time within the department.

 Human Resource Management

  • Plan, in collaboration with Manager and other Team Leads the following:

  • Replacement during employee leave

  • Coaching sessions
  • Set annual performance objectives for department and complete performance reviews for direct reports.

 Reporting

  • Provide periodic reports to the Manager on activities and targets within the department.
  • Coaches, guides and mentors the performance of direct reports.

 Supervise Cash Operations

  • Supervise tellers to ensure that quality service is delivered to members.
  • Manage cash levels within the organization in accordance with GEACU insured limits.
