Executive Secretariat for Integral Development (SEDI)

Duties and responsibilities:

This is a functional lead, authority type position designed to make critical impact in the Organization and is assigned all or part of the following responsibilities. (NOTE: these responsibilities and expected results are standardized and are not necessarily performed by all staff members sharing this job).

  • Provides guidance and advises the Chairs of the CIDI political bodies, (CIDI regular and sectoral meetings at Ministerial or equivalent level, Management Board of the Inter-American Agency for Cooperation and Development, Committee on Partnership for Development Policies. Committee on Migration Issues etc.) and the Executive Secretary for Integral Development on parliamentary matters prior to and during meetings regarding the application of the pertinent statutes and rules as well as the regular practices in CIDI meetings, based on knowledge and analysis of the proceedings.
  • Drafts proposed work plans and documents for consideration of CIDI political bodies taking into account procedures as well as in depth knowledge of ongoing member States dialogue regarding development and its many subjects, and, when appropriate, seeks and obtains the input of the technical areas.
  • Drafts draft resolutions and provides advice to participants on procedural issues, records agreements accurately and promptly as well as proposed modifications resulting from the member States negotiating process and/or supervises the Committee Secretary responsible for this task.
  • Assists the member States in building consensus for the approval of various documents and tracks the progress of and deadlines related to the items required each year for the General Assembly.
  • Coordinates and provides guidance to SEDI areas that serve as technical secretariat for CIDI political processes to ensure a coherent, integrated approach to the planning, programming, conduct, and coordination of ministerial, sectoral, or inter-American committee meetings in the CIDI framework.
  • Coordinates and develops the various SEDI work plans and reports, including the SEDI annual work plan to CIDI the SEDI annual report to CIDI, the CIDI annual report to the General Assembly, the SEDI section of the Secretary General’s report and other Secretariat reports as requested by member states and the Executive Secretary. Coordinates and prepares the SEDI input for the OAS strategic plan and coordinates the discussions with the relevant CIDI sub-committees as well as the Department of Planning and Evaluation for final approval.
  • In conjunction with the Office of the Secretariat of the General Assembly, the Meeting of Consultation, the Permanent Council, and Subsidiary Organs, monitors the budgets of both CIDI Meetings and Ministerial and Inter-American Committee meetings and informs the Chairs of the various bodies when there are funding issues related to proposed meetings.
  • Reviews the candidates presented by member States to the Inter-American Committees, the CIDI subsidiary bodies and makes recommendations to CIDI along with a draft resolution. Supervises the meetings of the Inter-American Committees, the Committee on Migration Issues, the Committee on Partnerships for Development Policies.
  • Recommends to the Executive Secretary any proposal to change documents of policy, legal instruments and operative documents regarding SEDI and follows up on his/her decision so that it is presented and approved by the appropriate political body or within the Secretariat.


QUALIFICATIONS:

EDUCATION & EXPERIENCE:

Essential: First University Degree (Bachelor’s) in International Affairs, Political Science, Public Administration or Social Science or a related field and 11 years of relevant experience in similar positions at national and international level OR Advanced University Degree (Master’s) in one of the fields listed above and 7 years of relevant experience OR Doctorate and 4 years of relevant experience

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work. Demonstrated understanding of the dynamics of the Hemisphere, its political and/or diplomatic framework.

COMPUTER SKILLS:

Ability to effectively work using Microsoft Office (e.g., Outlook, Word, and Excel), and other software applicable to the area of work.

LANGUAGES:

Essential – Proficient in at least two of the official languages of the OAS (English, Spanish, French and Portuguese), (read, write and communicate). Language proficiency examination will be required.

Desirable – Working knowledge of other two OAS official languages.

PERSONAL COMPETENCIES:  

Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills, Managing and Coaching Staff, Strategic Planning, Encouraging Innovation, and Decision Making/Judgment. Ability to clearly communicate in the languages required for the post.

In accordance with paragraph f. of Article 44 of the General Standards, the official languages of the Organization are English, French, Portuguese, and Spanish.  No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment.

Please note that the mandatory retirement age for staff members at the General Secretariat of the OAS is 65 years.

- Compensation: Professional Category: Remuneration = Basic Salary + Post Adjustment - Net of taxes for non-US citizens  

- US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration.   

- Paid Annual Leave: 21 days from 1st year.  Increase to 30 days within 5 years.  

- Sick Leave and Parental Leave. 

- Health Insurance: OAS pays 2/3 of premium. 

- Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%. 

- Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
