VACANCY – CHIEF SECURITY OFFICER

Our client, Antigua and Barbuda Airport Authority (ABAA) is seeking to recruit and retain a suitably qualified individual for the position of Chief Security Officer (CSO).

The core responsibilities of the CSO are to oversee and ensure airport-wide security compliance for all airports managed by the Antigua and Barbuda Airport Authority (ABAA) in alignment with International Aviation Security standards.  This includes maintaining adherence to ICAO Annex 17, as well as meeting the regulatory requirements of the Transport Security Administration (TSA), Federal Aviation Administration (FAA), Ministry of Civil Aviation (MOCA), and Eastern Caribbean Civil Aviation Authority (ECCAA).  As a key member of the Executive Team, the CSO will play a pivotal role in strategic decision-making, corporate governance, and the advancement of ABAA’s security culture. The position carries shared accountability for enhancing security performance, upholding corporate values, and ensuring the safety and resilience of airport operations.  

Reporting to the Chief Executive Officer, the CSO will be responsible for the undermentioned duties but not limited to:

 

DUTIES

¨    Provide leadership on the development and strategic management of the division’s balanced scorecard targets.

¨    Formulate and execute management strategies for mandatory security standards at the Airports.

¨    Oversee adherence to Annex 17 on preventive security measures, access control, screening, and cargo security. 

¨    Prepare the annual work program and budget for the division and prepare monthly reports.

¨    Organize and coordinate Security meetings with stakeholders and necessary personnel.

¨    Develop and oversee the implementation of strategic security plans.

¨    Plan, develop, promote and execute security tabletop exercises and full-scale emergency exercises to test and         

      evaluate security contingencies, policies and procedures for ABAA, stakeholders and external first responders.

¨    Spearhead the development of Security training plans.

¨    Prepare and present security-related projects for approval to the CEO of ABAA.

¨    Oversee the administration of contract security services.

¨    Oversee security operations for compliance with all regulated international standards.

¨    Ensure that major security procedures are well documented and efficient training of staff.

¨    Ensure that the division’s expenditures are contained within the approved budget.

¨    Ensure cybersecurity policies and procedures align with Annex 17 and the Airport Security Program.

¨    Research developments in airport security and adapt best practices where necessary.

¨    Implement a tailored, internal quality control programme that includes quality control activities consistent with the

      operations of the Airports.

¨    Report all security incidents and threats at the Airports within twenty-four (24) hours of the incident.

¨    Transmit all pertinent information on threats and unlawful interference against the airports or an aircraft located at or

      taking off from the Airport in accordance with the necessary protocols.

 

Qualifications

 

¨    A Master’s Degree or its equivalent Professional certification in disciplines such as Aviation Management, Aviation 

      Security (AVSEC), Transport Management and Security Intelligence.

¨    A minimum of seven (7) years experience in a similar role and business/work environment such as Aviation Security.

¨    Candidates should possess in-depth knowledge of the Antigua & Barbuda Civil Aviation (Security) Regulations, ICAO

      Annex 17, and knowledge of ICAO Annexes 9 and 14.

¨    Competence in the use of Microsoft Office Suite.
