JOB SUMMARY
The Chief HR Officer (CHRO) is an executive leader of the Corporate Services Division in the TTRA and reports directly to the Director General. The incumbent is required to provide leadership to staff members of the Human Capital Management Department. The incumbent will develop and execute HR strategies in support of the overall business plan and strategic direction of the Authority, specifically in the areas of succession planning, talent management, benefits administration, performance management, reward management, employee relations, training and development and compensation.
JOB RESPONSIBILITIES
- Develops and implements an HRM strategy that effectively communicates and supports the Authority’s strategic vision, mission, corporate values, and goals and objectives.
- Oversees the development of recruitment and retention plans to meet the Authority’s human capital needs.
- Oversees the development of a competitive Compensation and Benefits Plan.
- Oversees the design and implementation of the Authority’s Training and Development Plan, inclusive of technology training programs to be developed in collaboration with the ICT & Knowledge Management Department.
- Works with the executive management team to establish a sound management Succession Plan.
- Directs and oversees the implementation of other human management plans that include learning and development and employee and industrial relations that promote a healthy work environment and a good industrial relations climate.
- Directs investigations into employees’ grievances and complaints.
- Directs and co-ordinates the analysis and review of existing HRM policies, procedures, and systems and makes recommendations for changes and improvements.
- Provides advice to senior management on the interpretation and application of HR policies and procedures.
- Directs and co-ordinates the formulation and implementation of HRM policies, procedures, and systems.
- Oversees the design and implementation of an effective performance management system.
- Ensures that the Authority is fully compliant with employment laws and regulations as well as its HR policies and procedures.
- Directs and oversees the preparation and timely submission of Board Papers.
- Champions a data-driven department through the implementation and use of appropriate tools and technology to aid the reporting and decision-making process.
- Provides direction to Department personnel and ensures they receive appropriate training and fulfil their duties to the necessary standards.
- Monitors, reports, and forecasts the Department’s performance by overseeing the KPIs, identifying risks and issues, and implementing corrective action(s) where required.
- Develops and implements KPIs for the team and utilises the Performance Management system to manage and measure performance and motivate team members.
- Provides input into the development of the Department’s budget and monitors and controls its utilisation.
- Provides information for presentations and reports for Board meetings, senior leadership meetings, and various departments of the Authority when required.
- Remains updated on relevant tools, methodologies, and technology.
- Performs other job-related duties as required.
QUALIFICATIONS & EXPERIENCE
- M.Sc. in Human Resources from a recognised institution
- Certification in Industrial Relations is desirable
- Public Sector experience would be an asset
- Ten (10) years’ experience including at least five (5) years at a senior managerial level
- Extensive knowledge of implementing HR strategies and initiatives
- Extensive knowledge in developing and implementing HR policies, procedures, and programs
- Knowledge of HR information systems
- Considerable knowledge of the employment laws and regulations, such as the Industrial Relations Act of Trinidad and Tobago and the Trinidad and Tobago OSH Act 2004
- Knowledge of the Regulatory Framework of the Public Service of Trinidad and Tobago
- Any other equivalent combination of education and experience
