Rio Cobre Water Limited (‘RCWL’) is a joint venture between the global infrastructure specialist Vinci Construction Grands Projets and the regional infrastructure investment specialist, Capital Infrastructure Group Limited.

Rio Cobre Water Limited (‘RCWL’) is a joint venture between the global infrastructure specialist Vinci Construction Grands Projets and the regional infrastructure investment specialist, Capital Infrastructure Group Limited. RCWL is a start-up, special purpose company established to manage the financing, construction and operation of a 15 Million Gallon per day water treatment plant under a public private partnership with the National Water Commission (‘NWC’) of Jamaica (the ‘Project’). RCWL is seeking to fill the role of Chief Financial Officer (‘CFO’) who will lead the financial and administration of the business as the business moves through the stages of financial completion, construction, expected to last 24 months, and ultimately operation over the 25-year life of the Project.

Duties and Responsibilities of the Role

Reporting to the board of directors:

• Implement and maintain a robust system for the financial management systems of a start-up company;
• Structure, recruit and oversee a small, efficient team to fulfil the objectives of RCWL;
• Manage and perform all day-to-day financial and administration matters working within the context of a 25-year water supply contract including maintaining strong relationships with the NWC;
• Perform in depth cashflow and debt management, including owning and managing relationships with a syndicate of local and multi-lateral lenders to ensure efficient use of finance and compliance with all financing terms and structures;
• Maintain and update forecasts using complex Excel modelling;
• Manage compliance with local taxation and financial reporting requirements;
• Manage the financial aspects of the Construction Contract and the Operation and Maintenance contractor relationships in the context of the underlying contracts;
• Lead on all business reporting including to the board of directors, shareholder, finance partners, customers and any other legal or regulatory reporting requirements.

Position Specifications:

• A first degree in a relevant field.

• Relevant accounting qualification (ACCA/ACA preferred).

• At least 5 years experience in a senior financial leadership role.

• Experience in project finance and start-up operations will be an advantage.

• Excellent verbal and written communication skills with strong attention to detail.

• Energetic team player with strong relationship management skills.

• Strong knowledge of Microsoft Office, including Word, Excel, Adobe, Outlook and Power Point.
