Our client, the Telecommunications Authority of Trinidad and Tobago invites applicants for the position of Chief Executive Officer.
Job Description
The Authority is responsible for the liberalisation of the telecommunications sector, and also regulating both telecommunications and broadcasting sectors, managing spectrum and number resources, establishing equipment and service quality standards, protecting consumers and responding to consumer and broadcast complaints, setting guidelines to prevent anti-competitive practices and encouraging investment to facilitate the availability of affordable telecommunications and broadcasting services to all.
The Authority is seeking a Chief Executive Officer to lead the regulation of the Telecommunications and Broadcasting Sectors in Trinidad and Tobago in accordance with the Telecommunication Act Chap. 47:31 and formulate the vision, mission, goals and objectives of the Authority to achieve consumer benefits and long-term industry growth and development.
Qualifications and Experience
Degree in economics, finance, law or engineering from a recognized institution
Post graduate qualification in economics; finance, law, telecommunications or engineering
A minimum of ten (10) years experience at executive management level in the telecommunications sector
Considerable knowledge and experience in developing and enforcing regulatory policies
Key Competencies
Knowledge of telecommunications, networks and services and telecommunications and broadcasting regulations
Knowledge of legal and competition issues faced in the telecommunications and broadcasting sectors, including those relating to a converged ecosystem
Quality and integrity of performance in the delivery of service and with ability and commitment to nurture same in a workplace environment
Key Accountabilities
Lead development of the Authority’s strategy and oversee the implementation of long- and short-term plans in accordance with its strategy
Formulate required policies, plans and procedures through collaboration with the divisions of the Authority and external local and regional agencies
Oversee and guide the drafting of necessary frameworks, guidelines, strategies and procedures for the regulation of the broadcasting and telecommunications sector
Advise on policy and approaches for the development of a sustainable broadcasting and telecommunications sector
Oversee processes, systems and controls for the issue of broadcasting and telecommunications service authorizations, spectrum licenses, and enforcement of regulations and license conditions
Oversee development of national telecommunications standards, enforcement and compliance with licenses, concessions and authorization mechanisms
Represent the Authority at national, regional and international fora, and manage bi-lateral cooperation between regional and international organisations to foster growth and development
