AVIATION SECURITY AND FACILITATION INSPECTOR - VACANCY NOTICE
The Barbados Civil Aviation Authority is pleased to announce an exciting opportunity for the position of Aviation Security and Facilitation Inspector. This key role ensures compliance with local aviation security regulations and international standards.
POSITION OVERVIEW
This position seeks to maintain efficient and effective surveillance of the aviation security systems implemented to protect aircraft, aerodromes, air navigation facilities, and the passengers and crew members of aircraft, both at the aerodromes and in flight, from acts of unlawful interference, thereby enhancing the safety of the aviation community and the travelling public, while ensuring compliance with international standards and recommended practices and with the Barbados Civil Aviation Act and Civil Aviation Security Regulations.
KEY RESPONSIBILITIES
- Monitor changes to ICAO Standards and Recommended Practices and make adjustments to the National Regulations and Programmes to ensure that the provisions contained therein, reflect the latest international requirements;
- Develop the Security Implementing Standards and ensure that relevant guidance material is published in Aviation Advisory Circulars and disseminated to all relevant stakeholders;
- Assist the Director General in developing, maintaining and overseeing the implementation of the National Civil Aviation Security Program, National Civil Aviation Security Training Program, National Quality Control Program, National Screener Certification Program in accord with the national requirements;
- Review Aviation Security Manuals and Aviation Security Training Manuals to ensure programme adequacy and monitoring their implementation to ensure continuing effectiveness;
- Monitor and evaluate Aviation Security training courses, including instructor qualifications, training materials, documentation, delivery and classroom environment to determine its effectiveness;
- Conduct oversight on the implementation of Quality Control System by industry and the conduct of Risk Assessments as per national requirements;
- Carry out scheduled and unscheduled surveillance functions to confirm all service providers compliance with the Civil Aviation Act, Civil Aviation Security Regulations, National Civil Aviation Security Programme, Facilitation Standards, and the approved manuals;
- Carry out periodic tests of all service providers’ security systems to assess effectiveness of same and make recommendations to the operator, as applicable, for improvement;
- Investigate reported security breaches, provide reports and recommend corrective actions to be taken to prevent recurrence.
- Observe, monitor, and evaluate aerodrome contingency and emergency exercises, both full scale and tabletop, as directed by the Chief Aviation Security and Facilitation Inspector or the Director of Flight Safety.
- Identify Aviation Security trends for the purpose of International and National Aviation development and management of the Aviation Security Database in Barbados.
- Coordinate the tasks for the implementation of the various aspects of the National Civil Aviation Security Programme as per the results of the Risk Assessments.
- Assist the Authority in its preparation for the Universal Security Audit Programme and Continuous Monitoring Approach (USAP-CMA) process.
- Represent the Authority at meetings with Government agencies and aviation stakeholders and participate at the ICAO Aviation Security / Facilitation Conferences and workshops.
- Assess the security aspects of Facilitation as per national requirements.
- Carry out any related duties by the Chief Aviation Security and Facilitation Inspector or the Director of Flight Safety.
QUALIFICATIONS & EXPERIENCE
Holder of a Bachelor’s Degree or equivalent from an accredited institution, in Business Management, Public Management, Human Resources Management, Law or an Aviation-related discipline; and a minimum of five years’ experience, working with an airport/airline environment as an aviation security manager.
OR
The Aviation Security Professional Management Course (AVSEC-PMC) Diploma, or Associate Degree, in a management or aviation-related discipline and a minimum of seven years’ experience in either airline or airport operations, with at least three years at supervisory level or higher as an aviation security manager/ aviation screener instructor.
OR
Eight (8) or more years' experience in aviation in an aviation security/facilitation environment and formal training as an ICAO Aviation Security Instructor, ICAO Aviation Security Auditor, ICAO Aviation Security Inspector.
SPECIFIC KNOWLEDGE & SKILLS REQUIRED
- Specific working knowledge of Airport/Airline Operations.
- A sound knowledge of the Barbados Civil Aviation Act and Civil Aviation Regulations
