The Assistant Procurement Manager (Small Scale & Micro Procurement) reports directly to the Chief Procurement Officer. The incumbent is required to lead the procurement function for the acquisition of all goods, supplies and equipment, works and services (Small Scale Procurement). He/She is also required to participate in the development and implementation of procurement and disposal strategies while ensuring compliance with the Public Procurement and Disposal of Public Property Act 1 of 2015 as amended, as well as PATT’s Handbooks and Guidelines.
- Lead the procurement team in the delivery of procurement services for all Small Scale Procurement by ensuring compliance with the relevant legislation, policies, procedures, guidelines and regulations.
- Provide advice and guidance on matters regarding the application of procurement legislation, policies, procedures, guidelines and regulations.
- Identifies risk, develop appropriate mitigation strategies/plans and coordinates the actions to implement the strategies/plans to minimize the impact on PATT’s operations.
- Identifies, analyzes and monitors issues that may negatively affect profitability, growth, and productivity and recommend strategic alternatives.
- Reviews and advises on commercial and contractual aspects of tendering, negotiating, awarding and managing contracts and major purchase orders.
- Prepares and issues RFQs, RFPs and tender documents.
- Maintains and updates the register of pre-qualified suppliers.
- Leads capacity development and mentor the procurement team (Small Scale procurement).
- Conducts oversight on price proposals and other information to determine reasonable prices and ensure value for money.
- Leads negotiations to obtain the best value for money, favorable terms of delivery and payment, tax exemptions, minimize price escalation, and other factors impacting costs.
- Evaluates and monitor contracts for Materials to ensure that vendors and suppliers comply with the terms and conditions of the contract and to determine the need for changes.
- Evaluates suppliers based on the price, quality, and speed of delivery of their products and services.
- Participate in the development and implementation of the Annual Procurement and Disposal Plan, programs and projects to support the overall strategic objectives of the PATT.
- Manages the Petty Cash for the respective Strategic Business Units (SBUs) in accordance with PATT’s Petty Cash Policy.
- Performs any other duties as directed by the Chief Procurement Officer.

- Ability to communicate clearly and concise with strong organizational, written, and oral communication skills.
Qualification/ Experience and Training:
- Bachelor’s degree in Procurement/Supply Chain Management or a related field / or
- Professional Diploma (L6) from the Chartered Institute of Procurement & Supply or the Institute for Supply Management (ISM) Certified Professional in Supply Management or equivalent.
- Proficient in Microsoft Office Suite.
- A minimum of five (5) years’ experience in procurement.
