The Assistant Estate Security Superintendent (AESS) contributes to the strategic planning and implementation initiatives and assists in the overall security management of the Port Authority.

VACANCY: ASSISTANT ESTATE SECURITY SUPERINTENDENT |
The Assistant Estate Security Superintendent (AESS) reports directly to the Estate Security Superintendent (ESS). The incumbent contributes to the strategic planning and implementation initiatives and assists in the overall security management of the Port Authority in keeping with the provisions of the Supplemental Police Act, Port Authority Act and the Shipping (Ship and Port Facility Security) Regulations.
The AESS is responsible for assisting in the protection of the Port Authority’s assets, personnel, property and clients, from any and all security risks and casualties, including those emanating from highly organized and sophisticated criminal groups, dedicated to the commission of unlawful acts. Accordingly, the incumbent must be a highly confidential individual who is capable of working independently and adhere to critical deadlines.
Key Duties and Responsibilities |
- Contributes to the development and execution of the Port Police Department’s strategic and operational plans.
- Assists in planning, developing, and executing systems and procedures related to the overall management of the Port Security’s personnel and assets with a strong focus on improving operational efficiency and effectiveness.
- Assists with the supervision of staff engaged in the day to day operational and administrative functions such as:
- Inspecting parades of officers for duty
- Assigning of duties and responsibilities and monitoring and evaluating the work performed
- Appraising the performance of staff in a timely manner
- Identifying training needs, developing training plans and conducting training for staff
- Reviewing applications for leave, granting of time-off and advising supervisors to ensure that business operations are not negatively impacted by staff absenteeism
- Conduct inspections to ensure procedural and operational compliance with security policies, procedures and relevant legislation and report on same.
- Assists with record management of incidents in relations to security infringements, damages, road traffic accidents and other any other activities that occurs at the Authority.
- Assists in conducting comprehensive Security surveys to facilitate the effectiveness of Security measures and procedures for the prevention of unlawful acts, and determines the vulnerability of the Port’s Facilities to such acts.
- Investigates alleged reports of misconduct by Security Personnel and other Port Employees and submits in a timely manner.
- Drafts and / or reviews security related policies and procedures to ensure relevance.
- Prepares the Security Department’s Budgets.
- Performs any other related duties as are assigned.
Required Knowledge, Skills and Abilities |
- Sound knowledge of International Maritime Rules and Shipping Regulations as they relate to the security of ports and the International Ship and Port Facility Security Code (ISPS code)
- Sound Knowledge of the Port Authority Act, Supplemental Police Act and any other related legislation such as the Procurement Act’
- Sound knowledge in Port Security Administration and Operations
- Sound knowledge of investigative reporting, criminal law and court proceedings
- Knowledge of disaster planning preparedness and response will be an asset
- Knowledge of surveillance systems, non-intrusive inspection equipment and access control processes will be an asset
- A clean police record and eligibility to be precepted as an Assistant Estate Security Superintendent by the Commissioner of Police
- Excellent project management skills
- High proficiency in Microsoft Office Suite
- Excellent communication and customer service skills
- Excellent interpersonal skills
- Ability to establish and maintain effective stakeholder relationships (both internal and external)
- Ability to exercise good judgement and make decisions
- Ability to write complex reports / briefs as required
- Bachelor’s Degree in Security Administration, Law Enforcement or Criminal Justice from an accredited academic institution
- Certificate in OSH
- At least ten (10) years working experience within a security environment with three (3) years at a supervisory level
