AIRWORTHINESS INSPECTOR

The Trinidad and Tobago Civil Aviation Authority (TTCAA) is mandated to regulate and administer a safe civil aviation system whilst ensuring that Trinidad and Tobago properly discharges its obligations under international civil aviation agreements and treaties.  The TTCAA is seeking to recruit a suitably qualified person for the following position:

 

AIRWORTHINESS INSPECTOR

 

The Airworthiness Inspector is required to carry out safety oversight activities to ensure compliance by national air operators, foreign air operators, TTCAA approved maintenance organisations, and airmen with the aviation laws and regulations of Trinidad and Tobago and requirements related to agreed conventions such as ICAO conventions.

 

KEY RESPONSIBILITIES:

 

  • Conduct inspections and carry out surveillance functions on air operators and maintenance organisations to ensure compliance with TTCAA’s regulations.
  • Prepare detailed reports on inspections and surveillance activities.
  • Promote compliance with airworthiness regulations and directives.
  • Ensure that audit reports are sent to aircraft operators/owners and approved maintenance organisations for remedial action.
  • Report defects noted to aircraft operators/owners and approved maintenance organisations for remedial action.
  • Conduct in conjunction with members of the Operations Inspectorate, operator certification inspections and submit appropriate reports.
  • Conduct routine surveillance of work being performed in hangars, workshops, and repair facilities and approved maintenance organisations.
  • Conduct inspections for maintenance organisation certification, issuing relevant approvals and submit required reports on same.
  • Conduct inspections on aviation fuelling equipment and the attendant procedures.
  • Monitor airworthiness certification activities, ensuring that persons who are properly authorized carry them out, and that certification granted is congruent with the requirements of the applicable airworthiness regulations. 
  • Monitor the implementation of the relevant airworthiness regulations issued by the Authority.
  • Become familiar with the content of all applicable airworthiness directives, service bulletins and similar documents in respect of aircraft (including power plants) and equipment and monitor the extent of implementation/conformance. 
  • Review and assess maintenance control manuals and maintenance procedure manuals, making recommendations as regards amendments, which may be required by the TTCAA prior to approval of the manuals. 
  • Conduct aircraft inspections, reviewing all documents, inclusive but not limited to Technical/Journey Logbooks, Aircraft Flight Manuals, Minimum Equipment List, Airframe and Engine Logbooks.  Review and determine that all relevant requirements have been met, including relevant certification of work carried out and authorize release for test flight of aircraft and avionic installations, ensuring that the resulting reports are satisfactory and in accordance with the TTCAA’s requirements in issuance or renewal of Airworthiness Certificates. 
  • Evaluate technical data submitted by air operators for major repairs, modifications, alterations and preventative maintenance programs and issue approvals as applicable.
  • Evaluate and monitor certified operator maintenance training programs and issue approvals for same.
  • Assess applications from aircraft maintenance license applicants, develop written examinations, invigilate, assess papers and submit reports and recommendations to the Licensing Department.
  • Conduct oral examinations of aircraft maintenance license applicants and make recommendations to the TTCAA Licensing Department.
  • Investigate reported or suspected breaches of the TTCAA’s regulations or approved procedures by interviewing maintenance airmen and evaluating maintenance records and making recommendations to the Executive Manager Safety Regulations. 
  • Project manage complex projects to guide certification of applicants and provide resolution to matters of compliance with regulatory standards.

 

 

QUALIFICATIONS & EXPERIENCE:

 

  • Aircraft Maintenance Engineers’ License in categories A and C or X and R or equivalent.
  • Minimum of eight (8) years’ experience in the field of aircraft maintenance and repair.
  • Experience in aviation maintenance management; responsibilities for the implementation of rules, regulations, maintenance control and maintenance procedures manuals, and maintenance training.
  • Expert skills in the inspection of aircraft to determine their airworthiness.
  • Expert skills in the detection and diagnosis of problems related to airworthiness.
  • Sound skills in the investigation of aircraft incidents/accidents related to airworthiness.
