This position is responsible for coordinating the integration of Grid-Scale Power Systems on Transmission and Distribution network from an interconnection viewpoint.

POSITION SUMMARY:

This position is responsible for coordinating the integration of Grid-Scale Power Systems on Transmission and Distribution network from an interconnection viewpoint. The incumbent will be required to work intimately with the Engineering, Systems Operations, ECS, Revenue Management, Legal, Regulatory, and Regional Management Teams to review proposed projects and engineering designs that ensure interconnected systems do not predispose the T&D system to undue risk and results in successful commissioning.

The incumbent will be required to support the Manager with PPA contract negotiations, project development, engineering, tracking and reporting, project closure and handover to operations, Joint Pole Contract Execution and Administration, Net Billing, Auxiliary Connection and Power Wheeling Contract Execution and Administration. The incumbent will also have responsibility to coordinate and implement grid interconnection projects being executed by JPS.

EDUCATION/SPECIALIZED TECHNIQUES

  1. Bachelor of Science degree in Electrical Engineering or equivalent
  2. Training in power system operations, planning and optimization – specifically Renewable Energy Integration.
  3. Knowledge of JPSCo’s switching procedure and related safety rules
  4. Certification in Project Management
  5. Well-developed communication, interpersonal, innovative, creative and time management skills
  6. Proficiency in the use of Banner CIS

EXPERIENCE/LEARNED DISCIPLINE

  1. A minimum of one-year supervisory experience in the operation and or maintenance of Transmission/Distribution Systems.
  2. Knowledge of JPSCo’s technical systems, operating policy and procedures, technical and safety standards.
  3. Knowledge of the Jamaica Grid Codes and requirements for interconnection of Grid Scale and Distributed Generation Systems.
  4. Sound knowledge of JPS’ Grid interconnection requirements, policies and process required for interconnecting third party grid systems.
  5. Thorough knowledge requirements for interconnecting third party grid systems, substation, distribution and transmission line designs and construction.
  6. Well-developed understanding of the government's and the utility regulator’s economic objectives, policies and programs
  7. Experience in power system engineering analysis methods.
  8. Proficiency in the use of word, spreadsheet and presentation applications and database management
  9. Experience in contact development, negotiation and well-developed dispute resolution skills

ELEMENTS OF MAJOR DUTIES

  1. Coordinates and directs grid interconnection activities.
  2. Liaise with relevant internal departments to ensure JPS T&D systems are not predisposed to undue risk from interconnecting grid systems.
  3. Effect prudent project management of JPS grid interconnection projects.
  4. Coordinate project meetings and follows up with the JPS actions items towards closure:to produce various project reports to ensure visibility throughout the company; ensures designs are reviewed and approved to maintain project schedule; and ensures contractors and suppliers are paid for their services and employee expenses are   accounted.
  5. Liaises with Production, Regional Districts, Construction and Maintenance Departments in order to prepare a coordinated programme for commissioning of grid interconnected systems.
  6. Liaises with relevant Planning Departments to ensure requisite system studies are done to determine the performance and or response of the T&D system under all credible outage conditions with respect to the impact of connected grid systems.
  7. Assists with the preparation of the department's O&M and Capital Budget.
  8. Participates in the monitoring of the performance of the T&D Network as a basis for determining expansion and improvement requirements in order to assist in carrying out the required detailed research, data collection, engineering, and economic evaluation/analytic work to develop and optimized the operations of power system.
  9. Providing technical support and interface with external parties on grid interconnection issues.
  10. Representing the Company on business locally and overseas with respect to grid interconnection.
