Senior Professional, Learning and Development

Are you ready to play a pivotal role in executing our HR Learning and Development strategies?

The Trinidad and Tobago Revenue Authority (TTRA) is seeking a qualified and experienced Human Resource Specialist to   assist with the development, implementation, monitoring and evaluation of our Learning and Development programs.  The Senior Professional, Learning and Development will be accountable primarily for training needs assessment, the design and maintenance of an innovative learning and development platform, as well as the development and maintenance of competency frameworks to guide effective employee development and career progression.  This position is critical for maintaining best practices in learning and development strategies and for ensuring that employee development is in alignment with the staffing requirements for the organization’s short to medium term business needs. The successful candidate must therefore demonstrate competence and experience with learning and development best practices and e-content with the overall goal of promoting and maintaining a productive, positive, results-oriented work environment at the Authority.

KEY RESPONSIBILITIES

  • Training Needs Assessment and Competency Framework Development: Conduct annual training needs assessments to identify skill gaps and develop targeted training programs; develop a relevant competency framework to capture the core skill requirements to guide employee development and career progression within the organization.   
  • Executing Learning and Development Strategies: Assist the Manager, Workforce Planning and Training with the development and implementation of learning and development strategies and programs and the conduct of training and development workshops; ensure compliance with training and development policies.  
  • Monitoring and Evaluation:  Assist the Line Manager with the development and monitoring of the training and development budget, as well as, evaluating training effectiveness and recommending relevant improvements to maintain employee development standards and strategic outcomes.
  • Career Planning and Change Management: Partner with Department Heads and Senior HR Management to assist in the establishment of career pathing and team development; Support the implementation of organizational change initiatives through targeted training and development programs.
  • Implementation and Management of the Learning Management System (LMS): Assist Management with the implementation and management of the Learning Management System (LMS), ensuring efficient delivery and tracking of training programs.
  • Comprehensive Reporting: Prepare and produce detailed, accurate, data-driven reports and presentations to inform and advocate support for the Authority’s learning and development strategies.
  • Development of Training Content and Policy Documentation: Supervise the development of training materials, including manuals, guides, and e-learning content.

QUALIFICATIONS AND EXPERIENCE:

  • Education: Bachelor’s degree in human resource management, Organizational Development or related discipline.
  • Experience: Five (5) years’ experience designing and implementing employee learning and development programs with at least two (2) years in a supervisory role.         
  • Knowledge: Considerable knowledge of learning and development principles and instructional design. Strong understanding of competency-based training programs.
  • Other: Any other equivalent combination of education and experience will be considered.

 KEY COMPETENCIES: 

  • Behavioural: Attention to detail, communication, continuous learning, conflict resolution, client orientation, decision-making, emotional intelligence, ethics, integrity and transparency, leadership, organizational knowledge and awareness, strategic thinking, analytical skills, and teamwork.
  • Technical:HR expertise, e-learning platforms and practices; Learning Management Systems (LMS), knowledge management, training delivery methods, building organizational capability, monitoring HR program effectiveness, innovation, relationship management, business acumen, project management, critical analysis, risk management, written advocacy and advanced proficiency in Microsoft Office Suite.
