JOB SUMMARY:
The Senior Procurement Officer supports the Manager – Procurement & Logistics by ensuring that all procurement and disposal of public property efforts are performed in compliance with the relevant regulations and legislation. The incumbent is responsible for the management of the procurement and disposal efforts related to the high risk/high value categories of goods, works and services and for the monitoring of the procurement and disposal functions for low risk/low value items.
DUTIES AND RESPONSIBILITIES:
- To manage the process for the procurement and disposal activities of the PTSC.
- To ensure that all procurement activities comply with applicable laws, regulations, policies and procedures and adhere to the principles of accountability, transparency and value for money.
- To assist with the tendering process of PTSC, by seeking approval internally for the publication of Invitation to tender (ITT), request for Proposal (REF), Expression of Interest (EOI), Terms of Reference (TOR), closing and opening of Tenders, procedures and communicating with proponents by issuing of Addendums and Clarification correspondences.
- To Review assigned tenders documents, prepares relevant reports with supporting documents for approval in accordance with the approved policies and procedures governing tendering.
- To Contribute to the development of the Annual Procurement Plan, standard procurement documents, and the refinement of internal policies and procedures
- Insurance that the approved procedures, and adherence to the PTSC Handbook for Procurement, Retention and Disposal of Public Property, PTSC Procurement and Disposal Policy and Public Procurement and Disposal and Property Act 2015 (as amended) has been met.
- Assist with the development and maintenance of an efficient filing system, the preparation and issue of Standstill Period notices, and monthly management reports.
- Liaise with Managers to Validate risk assessments for each category of expenditure or disposals, and make recommendations for adjustments.
- Oversight of junior staff in the Procurement Department.
MINIMUM QUALIFICATION AND EXPERIENCE:
- Bachelor’s Degree in Management.
- Chartered Institute of Purchasing Supply (CIPS) Level 5, or equivalent supply chain management certification.
- Minimum of five (5) years’ experience in procurement or related area.
REQUIRED SKILLS AND KNOWLEDGE:
- Knowledge of the Procurement Legislation Rules and Regulations of Trinidad and Tobago.
- Excellent verbal and written communication skills.
- Analytical and problem solving skills.
- Professionalism and ethics.
- Proficient with relevant computer software.
