POSITION SUMMARY

The Senior Procurment Officer will coordinate the procurement of materials, equipment, supplies, and services optimizing cost, process, and time to support effective operations throughout the Company in compliance with the Public Procurement and Disposal of Public Property Act 2015, Regulations, Handbooks, Guidelines, and the Company’s policies and procedures.

 

DUTIES AND RESPONSIBLITIES

  • Work with user departments to formulate short/ medium/long term strategic procurement plans to minimize inefficiencies and ensure business continuity.
  • Supervise a small team of procurement personnel.
  • Conduct the acquisition of materials, equipment, supplies, works and services also assets disposal in compliance with the Public Procurement and Disposal of Public Property Act 2015, the Regulations and the Comprehensive Handbook on Procurement Retention & Disposal.
  • Negotiate with suppliers on behalf of the organization.
  • Network with customers and suppliers to derive beneficial relationships for the Company.
  • Implement strategies to develop capabilities of local suppliers of material, equipment, and supplies.
  • Conduct ongoing research into Inventory management technology and keep abreast with developments in the field of Supply Chain Management.
  • Review, evaluate and recommend changes to policies, procedures, and practices related to the procurement of materials, equipment, and supplies. Implement approved changes in policies and procedures
  • Provide technical and business guidance to subordinates and customers.
  • Implement Change management strategies as designed.
  • Provide inputs into departmental budgets and monitor and control utilization. Ensure budget optimized to meet fiscal targets.
  • Support the Company’s operations by assisting in sourcing supplier quotes and preparing comparison sheets for procurement purposes.
  • Implement supplier lists, price lists, conduct price controls, market research and consolidate orders and evaluate quotations received.
  • Hold suppliers accountable to agreements – price, quality, service, delivery times
  • Provide monthly reports on all Procurement activities e.g. spend, procurement compliance, contract spending etc.to the Procurement Manager.
  • Perform cost analyses and set appropriate benchmarks to measure and evaluate actual procurement against planned
  • Oversee the preparation of tender solicitation documents and the tender process for the Company including interaction with suppliers during the tender period and the receipt, opening and evaluation of bids
  • Manage supplier contracts to ensure prompt, effective and complete delivery of contracted goods and services.
  • Ensure that Vendor database has been developed and tracked on a monthly basis to ensure that it is current and up to date.
  • Conduct field visits to determine quality of goods and services that are available for purchase.
  • Ensure quality stock control, including proper storage and packaging of stock inventory.
  • Prepare justifications and oversee preparation of all required documents to support requests for the disposal of assets.
  • Study catalogues and trade journals to see what local and overseas sellers are offering. Keep up with market trends and new products
  • Conduct internal sensitization sessions to ensure that Board and Management are knowledgeable and kept abreast of developments in procurement best practice.
  • Perform any other related duties that may be given by the Procurement Manager

 

QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE

  • First Degree in Management or a related field and Level 6 Professional Diploma in Procurement and Supply
  • Knowledge of Contract Administration.
  • At least eight (8) years of experience in procurement, with five (5) years at a senior level.
  • Three (3) years of experience in Procurement in the Public Sector.
  • Sound knowledge of the Public Procurement and Disposal of Public Property Act, Office of the Procurment Regulations guidelines.
