Reporting to the Accounting Assistant, the Senior Accounts Clerk is accountable for carrying out complex and critical assignments and the provision of support services to the assigned Unit.

THE DEPARTMENT

The Finance Department is responsible for managing the Bank's financial position through effective planning and administration of the functions of financing, investing, accounting, budgeting, cash flow analysis, financial analysis and reporting. The Department is also responsible for developing and administering financial policies and procedures and strengthening the Bank’s infrastructure and capability to mobilise resources to support its development agenda. In addition, the Department has responsibility for corporate procurement and asset risk insurance.


THE ROLE

Reporting to the Accounting Assistant, the Senior Accounts Clerk is accountable for carrying out complex and critical assignments and the provision of support services to the assigned Unit.

 

KEY RESPONSIBILITIES

The Senior Accounts Clerk will be required to:

  1. Liaise with the Supervisor as well as with other relevant staff within and outside the Department to ensure that the flow of documents required to be processed is timely and meets the customer’s requirements.

 

  1. Check all documentation received for authenticity and arithmetical accuracy, with particular reference to contracts, loan agreements, suppliers’ invoices, travel orders and expenses, disbursement claims and investment trades.

 

  1. Ensure the completeness of supporting documentation for transactions as  required by the Bank’s procedures.

 

  1. Reconcile transactions, accounts and sub-ledgers for purposes of verifying balances generated by internal systems/external sources, e.g. loans and grants, borrowings, fixed assets, receivables, bank statements, supplier statements and audit confirmations.

 

  1. Effect payments via SWIFT and Kyriba payment systems or by cheques and cash.

 

  1. Prepare for dispatch, billings in respect of loans and staff receivables.

 

  1. Confirm that there is signed evidence that internal controls of verification, recommendation and approval have been executed before processing transactions in the Department.

 

  1. Code each transaction by the current Chart of Accounts in use for entry into the Bank’s accounting systems.

 

  1. Enter data into the computer sub-systems such as the Loan Management System, the Investment Management System, the Travel Management System and the General Ledger system.

 

  1. Prepare closing and adjusting journal entries following the principles and requirements of IFRS to meet monthly and quarterly timelines.

 

  1. Maintain accurate records of additions and disposals within the Fixed Asset Management System, ensuring that all transactions are properly documented and recorded per accounting standards.

 

  1. Prepare schedules which are used in financial statements as well as for Board and Management Meetings. Preparation of accounting memoranda as necessary.

 

  1. Maintain an efficient filing system to facilitate easy retrieval of documents (including transaction registers, billings, and invoices).

 

  1. Check the inputs of others for accuracy and timeliness in completion.

 

  1. Prepare or assist with the preparation of schedules, claims on donors, financial reports, management reports and designated financial statements.

 

  1. Assist with the supervision of the Unit in the absence of the Accounting Assistant and generally to assist the Accounting Assistant during peak periods.

 

SELECTION CRITERIA

 

The ideal candidate should have:

  • A Bachelor’s degree in accounting, finance or a related field.
  • Completed the first level of a Professional Accounting Designation.
  • At least four (4) years of experience in accounting or finance support roles.

Candidates should have strong proficiency in:

 

  • Organising, prioritising, planning, coordinating and delivering accounting assignments in a timely manner.
  • Checking received documentation for authenticity and arithmetical accuracy.
  • Executing internal controls before processing transactions, ensuring compliance with regulatory requirements.
  • Checking the accuracy and timeliness of inputs to maintain data integrity and compliance.
  • Using Microsoft Office suite, especially Excel.
  • Building effective working relationships and collaboration in a team-oriented environment.
  • Proficiency in Power BI would be an asset.

TERMS OF APPOINTMENT

This is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal.  The salary is competitive and commensurate with qualifications and experience.  A pension plan, life and medical insurances are included in the benefits package.
