Operations Engineer - Transmission Lines (East & Central)

This position is responsible for the safe and efficient implementation of preventative, corrective and emergency maintenance of transmission lines and transmission lines related equipment on the T&D network.

POSITION SUMMARY:

This position is responsible for the safe and efficient implementation of preventative, corrective and emergency maintenance of transmission lines and transmission lines related equipment on the T&D network. The incumbent is responsible for providing sound leadership and ensure a consistently high   quality of service is provided to customers. This involves   maintaining a safe and reliable electricity supply, to lead and support initiatives designed to ensure timely and effective delivery of service within government regulatory guidelines and organizational standards. The incumbent is also charged with continuous service, process   improvement and accurate designs to enhance customer satisfaction and reliability. 

EDUCATION/SPECIALIZED TECHNIQUES

1. Bachelors of Science Degree in Electrical Engineering or equivalent.
2. Supervisory management skills.
3. Project Management experience.
4. Professional Engineering Registration
5. Excellent visionary and transformational leadership, communication, time management and human relations skills.
6. Sound analytic, decision making, supervisory and organizational skills.

EXPERIENCE/LEARNED DISCIPLINE

1. A minimum of four (4) years’ experience in T&D Operations.
2. Knowledge of JPS’ engineering standards and operational policies and procedures.
3. Knowledge of design, construction and maintenance of Transmission and Distribution systems.
4. Knowledge of JPS’ Business application software
5. Sound trouble-shooting skills
6. Ability to communicate effectively, both orally and written.
7. Knowledge of JPSCo’s Safety and Environmental; policies and procedures
8. Knowledge of Enterprise Asset management use in equipment maintenance programmes and planning

ELEMENTS OF MAJOR DUTIES

1. Provide leadership to promote trust, good relationship, healthy conflict, accountability, commitment and attention to results within the team.
2. Prepares the Region’s transmission line operations and maintenance plan and budget in line with the overall strategic plan; continuously reviews operational accomplishments and expenditures, advises on variances and initiates corrective action where necessary.

3. Plans, schedules and coordinate the preventive and corrective maintenance activities on the T&D system, to include but not limited to:
• Line patrols and inspections
• Bushing activities on the transmission system
• Washing of line insulators in areas of known high contamination levels
• Maintenance of line-air-break switches (LAB)
• Maintenance of transmission line grounding systems
• Replacement/retiring/re-tensioning of defective poles, guys, conductor’s insulators, cross-arms and other T&D line hardware.
4. Participate in the development and implementation of JPS Asset Management & Workforce Management Programmes, inclusive of all applicable technologies such as Enterprise Asset Management. 

5. Conducts scheduled and emergency aerial inspections of transmission lines on the T&D system. 

6. Keeps accurate records of all maintenance work carried out on the transmission lines network in the region.

7. Assists with the preparation and monitoring of the maintenance budget. 

10. Recognizes operational deficiencies and implements effective solutions to improve team performance
11. Manages compliance with environmental and safety polices for work execution, conduct Job Safety Analyses and apply sanction for breaches.
12. Ensure that staff welfare is addressed promptly to ensure continued motivation. 

11. Performs on the job staff training. 

12. Appraises subordinates and evaluates contractors. 

13. Prepares materials and purchase requisitions for maintenance work. 

14. Prepares scope of work for maintenance and construction projects. 

15.  Prepare project proposal document and guide contract management process. 

16. Assist with the commissioning of T&D asset.

17. Plans and prepares, annual work plan, monthly maintenance schedules and prepare technical, performance, and other reports.
