Job Summary  

The Manager, Systems Development reports to the Head of Information Technology and is responsible for managing systems and projects across platforms that include liaising, designing, analyzing and solving user systems problems and needs.

Responsibilities 

• Manages the application software development and implementation projects of the Authority and its SBUs, identifies and mitigates project risk and takes action to ensure quality in delivery and effective utilization of resources.
• Manages the analysis, planning and implementation stages of business and operational software releases, including risk assessment and stakeholder consultation and coordination in accordance with established processes and procedures.
• Manages business readiness planning, inclusive of IT development, data migration and transition support, necessary for facilitating the change arising from the deployment and integration of new information system capabilities into the operations of the Authority and its SBUs
• Develops and maintains the policies, standards and procedures for information management in the Authority and its SBUs
• Manages and assists IT team with the overall planning analysis, design, development, testing and execution of all new/change IT software development tasks including data migration and transition support for the operations of the Authority and its SBUs
• Provides all user requests for data extractions and/or reports in specified formats from different systems and platforms
• Provides ideas, solutions to translate complex IT issues into clear and actionable solutions
• Develops specifications for information systems to meet the business and operational needs of the Authority and its SBUs, consistent with corporate standards and within the constraints of cost, security and efficiency.
• Provides close technical oversight for all stages of the application software development and enhancement processes with a view to ensuring compliance with agreed standards, specifications and best practices.
• Provides inputs in the service continuity planning process and implements the resulting plans for all application software.
• Plans the information storage and sharing within the Authority and its SBUs and implements document and record management systems
• Reviews software development and implementation processes in accordance with established quality assurance standards.
• Keeps abreast of the ICT market to understand new and emerging software technologies and products, and assesses their relevance and potential value to the Authority and its SBUs
• Keeps abreast of specific technical specialization in the areas of software development and implementation processes and application software and provides advice regarding their application
• Identifies software development tools relevant to the needs of PATT and ensures that relevant staff are trained in the use of these tools
• Performs other related duties as assigned.

Required Knowledge, Skills and Abilities

• Considerable knowledge of the principles, tools and techniques required for the management and control of ICT within the organization
• Considerable knowledge of project management tools and techniques
• Considerable knowledge of contemporary software development tools and techniques
• Some knowledge of the relevant financial and procurement processes and regulatory framework as are applicable to the Authority and its SBUs
• Ability to adapt to a fast-paced, high pressure environment
• Ability to master new concepts and capable of working in groups or as an individual contributor
• Ability to manage multi-disciplinary teams
• Ability to effectively communicate and collaborate with external stakeholders including Government Agencies on immediate additions/deletions required on existing systems by promptly organizing all amendments to obtain the actual results

Minimum Requirements

Qualification/ Experience and Training:

• Bachelor’s Degree in Computer Science, Computer Information Systems, Information Systems Management, Computer Engineering or related area from an accredited academic institution
• Training in Project Management Tools and Techniques will be an asset
• Training in Conflict Management
• Minimum of eight (8)  years’ experience in an ICT environment with at least three (3) years at a managerial level
• Experience in developing software applications using contemporary application development tools
• Experience on IBM iseries platform to analyze, create/modify programmes, build queries, screen programme, display file, subfiles and printer files
• Experience with a combination of RPG, RPGILE and CL language for the IBM series
• Experience in SQL and the ability to write and understand source code in JAVA, VB, NET, C, C++, PYTHON and PHP
• Any equivalent combination of academic qualifications, training and working experience will be given consideration
