Manager - Security and Crisis Management and Emergency Response - Job ID# 14123

OBJECTIVE/PURPOSE  

  • To provide and ensure the comprehensive protection of the Company’s personnel, assets, property and proprietary information.
  • Responsible for developing and implementing robust physical security measures, cybersecurity assurance programmes and effective crisis management and emergency response strategies, by proactively identifying and mitigating potential risks. Subject Matter Expert on Security and CMER issues across Non-Operated Joint Ventures (NOJV’s)
  • Provides leadership in safeguarding NGC’s operations, maintaining the integrity of the systems and ensuring the safety of its employees and stakeholders.
  • Establishes appropriate standards and risk controls and directs the establishment, implementation and periodic review of current security, crisis management and emergency response policy.

FUNCTIONS

  • Leads the development and execution of a clear protective security strategy, framework to manage departmental risks that set the journey and direction for how security is considered and embedded into the business.

  • Develops and implements corporate security policy, procedures and security programmes to ensure ongoing maintenance and continuous improvement of security.

  • Develops and implement a comprehensive security plan to protect NGC’s pipeline assets, facilities and personnel.
  • Provides oversight for the management of critical risk and threat identification, remediation and establishment of protective controls and measures for continued strengthening of all facets of security across NGC to ensure effective risk mitigation.
  • Establishes and maintain relationships with law enforcement agencies, security vendors and industry peers to stay abreast of security best practices and emerging threats. The incumbent would be required to sit on such boards/agencies, such as Energy Sector Security Initiative (ESSI), AMCHAM, Trinidad and Tobago Emergency Mutual Aids Scheme (TEMAS) and proactively engage in nationwide security fora, maintain relationships with government law enforcement and other related government agencies.
  • Oversees the design, installation and maintenance of security systems, including access control, surveillance, intrusion detection and perimeter security measures including CCTV, intrusion detection, access control, fire and life safety systems, perimeter security mechanisms and other security mitigation measures.
  • Accountability for man guarding contracts and SCE maintenance contracts
  • Provides consulting support to project site management regarding appropriate, timely and necessary improvements.
  • Oversees the investigation of any security breach and supports disciplinary procedures and legal matters associated with such breaches where applicable.
  • Maintains close supervision of all executive protection providing pre-planning intelligence to appropriate personnel.
  • Provides oversight of management of regular cybersecurity risk assessments and vulnerability scans to identify and address potential vulnerabilities and threats.
  • Stays abreast of emerging cyber threats and technologies and recommends enhancements to cybersecurity measures to mitigate risks effectively.
  • Develops and maintains comprehensive crisis management and emergency response plans for various scenarios, including natural hazards, security incidents and operational disruptions.
  • Activates and leads the company's response efforts during emergencies, ensuring the safety of employees, the public and the environment.
  • Collaborates with internal stakeholders and external agencies to conduct emergency preparedness training, drills and exercises to test and enhance response capabilities.
  • Generates meaningful key Security performance indicators and provides analyses and corrective actions for improvement.
  • Establishes and maintain relationships with local authorities, emergency management agencies and first responders to facilitate effective emergency response coordination.
  • Conduct post-incident analysis and lessons learned exercises to identify areas for improvement and update response plans accordingly.
  • Participate in internal and external audits, assessments and inspections related to security, cybersecurity and emergency management.
  • Executes any other related duties as assigned.

MINIMUM REQUIREMENTS

The minimum requirements for the position are:

  • A Bachelor’s Degree in Security Management, Cybersecurity, Emergency Management or a related discipline.

     

  • A Master’s Degree in Security and Emergency Response Management would be an asset.
  • American Association of Industrial Security (ASIS) Certified Protection Professional (CPP) certification would be an asset.
  • At least eight (8) years’ experience in physical security, cybersecurity, crisis management, or emergency response, preferably within the energy or critical infrastructure sector, with three (3) years’ experience at a leadership/senior leadership level.
