This individual plays a key role in developing, designing, implementing, and maintaining a National TVET Quality Management System that adheres to international standards and regional education and training frameworks.

Duties and Responsibilities:

  • Develops, implements and maintains a National TVET QA System to acceptable international standards and within existing regional, education and training frameworks.
  • Develops, implements and maintains a Quality Management System for the NTA.
  • Develops, oversees, implements and maintains policies, standard operating procedures, forms, document control, process control, and training for the Agency’s Quality Standard Management Systems and QA framework.
  • Provides leadership to a team of professionals involved in quality assurance, quality audit, document management, advocacy, and sensitisation to facilitate centre and programme approval of training providers.
  • Manages the budget of the Quality Assurance Department.
  • Investigates, follows-up, and resolves client and stakeholder issues.
  • Provides advice/ support to the Chief Executive Officer and the management team on all matters related to quality assurance and management.
  • Assists in positioning the NTA as an effective learning organisation.
  • Any other related duties.

Required Competencies:

  • Ability to engage national, regional and international agencies /organisations /individuals /partners to facilitate the development of TVET.
  • Demonstrated ability in examining and re-engineering operations and procedures, and developing and implementing new strategies and procedures.
  • Ability to build and strengthen collaborative linkages with industry partners, training providers, and other key stakeholders.
  • Competencies in computerised information systems used in quality assurance applications.
  • Demonstrates knowledge and understanding of related laws, regulations, procedures, and standards.
  • Ability to develop and deliver presentations.

 Education/ Training:

  • A post graduate qualification in Education, Social Sciences, or equivalent qualification with specialist knowledge in the field of Technical and Vocational Education and Training.
  • Expertise/ certification in Quality Management.
  • Quality Management Systems Lead Auditor certification.
  • Project Management experience/ certification will be an asset.

Required Experience:

  • Five (5) years’ experience at a management level in a quality environment.
  • Three (3) years’ experience in a TVET environment.
