Job Title: Human Resource Officer
Grade: GMG/AM 4
Unit: Administration
Reports to: Manager, Human Resources Management and Development
Accountable to: Chief Executive Officer
Manages: N/A

Job Purpose:
The Human Resource Officer supports JANAAC's strategic objectives by managing staffing and recruitment activities in line with established policies and procedures. The officer oversees recruitment processes, ensures accurate personnel records, and provides HR guidance across departments.

Key Outputs:

  • Personnel records maintained
  • Recruitment processes executed
  • Job applicants short-listed and notified
  • Orientation programs conducted
  • Appointment and promotion letters prepared
  • Motor vehicle database updated
  • Employee benefits processed

Key Responsibilities:

  • Attends meetings and provides HR advice to departments
  • Prepares job profiles and schedules interviews
  • Participates in the recruitment of staff for GMG/AM 4 and below
  • Conducts background checks and administers employee tests
  • Oversees new employee orientation and exit interviews
  • Processes employee benefits like healthcare and loans
  • Ensures compliance with HR policies and recommends promotions or transfers

Other Responsibilities:

  • Performs any other related duties as assigned

Authority:

  • Recommends changes to the orientation program

Performance Standards:

  • Recruitment, records, and database maintenance completed accurately and on time
  • Orientation programs and benefits administered effectively

Competencies:

  • Strong oral/written communication and interpersonal skills
  • Knowledge of HR administration principles and computer applications
  • Integrity, confidentiality, and teamwork skills

Qualifications:

  • Bachelor’s Degree in Human Resource, Public Administration, or a related field
  • 2 years of related experience

Working Conditions:

  • Typical office environment
