Job Function

The Human Resource Officer counsels and guides stakeholders at all levels and provides administrative support to the department while maintaining best practice in all areas including:-  

  • Recruitment and Selection for fixed-term employees and freelance contractor pool
  • Contract Administration – fixed-term employees
  • Performance Management – fixed-term employees
  • Benefits Administration (group health)

Principal Duties and Responsibilities

  1. Advises and counsels all employees on human resource matters as required
  2. Assists in the development and maintenance of human resource policies and procedures as required
  3. Recommends measures to improve methods, performance and quality of service
  4. Administers and coordinates employee benefit programs such as the group health plan in accordance with agreed upon timeframes
  5. Administers and manages the performance management system and provides guidance on the process to create a performance-driven culture
  6. Ensures that all HR and employee files and records are maintained and up-to-date
  7. Creates and manages applicable databases
  8. Coordinates and participates in the recruitment and selection process from attracting to on-boarding
  9. Provides guidance in disciplinary matters
  10. Participates in the performance management process in the assessment of reporting staff
  11. Prepares Human Resource reports
  12. Supervises Human Resources to facilitate the continued improvement of the Department, the accomplishment of organizational goals and promote service excellence
  13. Performs all other duties relevant to the position and which will foster a culture of team building and accountability
  14. Creates and manages applicable databases
  15. Coordinates and participates in the recruitment and selection process from attracting to on-boarding

Qualifications and Experience

  • Bachelor’s Degree in Human Resource Management or a related field
  • Certification in Industrial Relations
  • Minimum of three (3) years’ experience in a similar position
  • Proficiency in Microsoft Office
