HSE Officer
Job Description: As an HSE Officer for the construction of an HFO power plant project, your primary responsibility will be to ensure the implementation and maintenance of effective health, safety, and environmental practices on the project site. You will work closely with project teams, contractors, and stakeholders to promote a safe and healthy work environment, identify and mitigate potential hazards, and ensure compliance with relevant regulations and standards.
Responsibilities:
1. Health and Safety Compliance: • Implement and enforce health and safety policies, procedures, and guidelines in accordance with local regulations, industry standards, and company requirements. • Conduct regular site inspections and audits to identify hazards, assess risks, and ensure compliance with safety regulations and best practices. • Collaborate with project teams and contractors to develop and implement corrective actions and preventative measures. • Conduct incident investigations, prepare incident reports, and recommend measures to prevent recurrence.
2. Risk Assessment and Management: • Identify potential hazards and assess risks associated with construction activities, equipment, and processes. • Collaborate with project teams and contractors to develop and implement risk management plans. • Conduct Job Safety Analysis (JSAs) and assist in the development of Safe Work Method Statements (SWMS) for high-risk activities. • Provide guidance on the selection and use of appropriate personal protective equipment (PPE).
3. Training and Awareness: • Develop and deliver HSE training programs to project personnel, contractors, and workers. • Conduct toolbox talks, safety inductions, and other safety-related training sessions. • Promote safety awareness and encourage a culture of proactive hazard identification and reporting.
4. Emergency Preparedness: • Develop and implement emergency response plans and procedures. • Conduct emergency drills and exercises to evaluate the effectiveness of emergency response measures. • Coordinate with relevant authorities and emergency services to ensure appropriate support and assistance.
5. Environmental Management: • Ensure compliance with environmental regulations and standards. • Monitor and assess environmental aspects and impacts of construction activities. • Implement measures to minimize and control environmental risks and pollution. • Advise on waste management practices, including segregation, recycling, and disposal.
6. Documentation and Reporting: • Maintain accurate and up-to-date HSE records, including incident reports, inspection findings, training records, and permits. • Prepare regular HSE reports and communicate findings to project teams, management, and stakeholders. • Assist in the development and review of project-specific HSE documentation, including HSE plans and procedures.
Requirements:
• Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field. Relevant certifications in HSE are preferred.
• Proven experience as an HSE Officer or similar role in the construction industry, preferably within power plant projects.
• In-depth knowledge of local health, safety, and environmental regulations and standards.
• Familiarity with construction-related hazards and risk assessment techniques.
• Strong understanding of safety management systems and processes.
• Excellent communication and interpersonal skills to effectively engage with project teams, contractors, and workers.
• Ability to conduct effective HSE training and awareness programs.
• Strong problem-solving skills and the ability to identify and address safety issues proactively.
• Proficiency in incident investigation and reporting.
• Experience in emergency preparedness and response.
• Strong attention to detail and the ability to work independently.
• Certification in First Aid and CPR is a plus.
