This position is responsible for designing, developing, and maintaining the safe and reliable operation of the telecommunication infrastructure to support Teleprotection between substations, SCADA communication and IEDs within the Utility Grid.

POSITION SUMMARY:

This position is responsible for designing, developing, and maintaining the safe and reliable operation of the telecommunication infrastructure to support Teleprotection between substations, SCADA communication and IEDs within the Utility Grid.   This will include planning and developing corrective and preventative maintenance programs, installation, management and control of the telecommunication transmission systems.

EDUCATION/SPECIALIZED TECHNIQUES

  1. Bachelors of Science degree in Electrical Engineering or equivalent.
  2. Well-developed communication, analytical and interpersonal skills.
  3. Certification in Project Management
  4. Excellent supervisory/management and leadership skills.

EXPERIENCE/LEARNED DISCIPLINE

  1. A minimum of three (3) years satisfactory performance as a Telecommunications Engineer
  2. Sound understanding of broadcasting and telecommunication rules and standards.
  3. Comprehensive knowledge of fiber optics and wired/wireless networks.
  4. Sound understanding of TDM and IP networking.
  5. Ability to determine appropriate configurations of telecommunications hardware and software to from different vendors to create a seamless network architecture that ensures various equipment and systems are compatible and can exchange data with one another.
  6. Ability to read and interpret electrical schematic drawing.
  7. Sound analytical and problem solving skills.

ELEMENTS OF MAJOR DUTIES

  1. Designs and implements telecommunication systems to interconnect equipment   from different manufacturers to create a seamless network architecture that ensures various equipment and systems are compatible and can exchange data with one another.
  2. Support the Network Specialist in evaluating and recommending electrical power requirements for planned/new systems to assure equipment meet future needs.
  3. Support the Network Specialist in evaluating new products and configuration from vendors to determine applicability and suitability.
  4. Manages the outsourced relationship with vendors to ensure restoration of faults or fault outages to minimise loss of communication outages and assists with the efficient managing, troubleshooting and resolution of system faults in order to minimise response time.
  5. Diagnoses and performs complex repair on electronic and telecommunication equipment.
  6. Prepares and implements routine preventative and corrective maintenance on   telecommunication equipment and power systems at each location. 
  7. Provides guidance to the Telecommunications Technician in troubleshooting faults within the telecommunications network.
  8. Supervise and install telecommunication equipment and systems to support SCADA, Teleprotection, DA, AMI and other IEDs.
  9. Review performance reports and analyze trends on the network periodically outlining areas for improvement in equipment efficiency, upgrades and resource utilization. 
  10. Liaises with internal business units to discuss their needs; Researches and presents solutions to business units (after requests are evaluated and recommendations submitted to management for final decision) then design and implement system(s) for business unit.
  11. Supervises and participates in commissioning exercises of installed equipment.
  12. Researches, gathers, and compiles relevant technical information to enhance, modify, and maintain assigned networks and telecommunication systems to support the implementation of a Smart Grid.
  13. Ensure that JPS is conforming to assigned coordinates frequency usages by the Spectrum Management Authority.
  14. Maintain records of the network design and update the documentation in keeping with changes in the network configurations.
