The incumbent is required to provide overall management and coordination of the activities of professional and other support staff engaged in Disaster/Emergency Management in Tobago.

REPORTS TO:

Chief Administrator

SUPERVISION GIVEN TO:

Assistant Director, Corporate Communications Officer, Business Operations Assistant II, Security Specialist (direct)

 

Logistics Supervisor, Community Outreach Programme Officer, CERT Supervisor, Senior Information Technology Specialist, Contingency Planning Officer and support staff (indirect)

 

 

DUTIES AND RESPONSIBILITIES:

 

 

  • Plans, organizes, directs and coordinates the work of the Tobago Emergency Management Agency.
  • Develops and implements a Disaster Management Plan and a Comprehensive Disaster Management Policy for Tobago.
  • Develops, implements, monitors, reviews and evaluates the Tobago Emergency Management Agency’s multi-year strategic plan and annual work programmes.
  • Convenes and chairs Strategic Emergency Management Team (SEMT) meetings on a regular basis.
  • Directs, supports, coordinates and advises on the activities of the other agencies in managing disaster/emergency operations in Tobago.
  • Actively promotes disaster risk reduction and comprehensive disaster management amongst various private and public sector entities in Tobago.
  • Contributes to policy formulation at the THA and national level, and proactively designs and implements Agency programmes and projects to educate communities on Disaster Risk Management.
  • Directs and participates in the preparation of the budgetary estimates of the Agency.
  • Advises the Chief Administrator and the Chief Secretary on Tobago’s Disaster Risk Management obligations.
  • Researches and produces investigative reports/studies with respect to ecological and environmental issues as these relate to the likelihood of disasters in Tobago.
  • Acts as the focal point of contact with national, regional and international disaster management agencies.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES:

 

 

  • Extensive knowledge of principles, practice and techniques in the area of Disaster Preparedness Management.
  • Extensive knowledge of government policies, procedures, rules and regulations related to natural resource management and disaster management.
  • Considerable knowledge of principles and techniques of strategic planning and project management.
  • Knowledge of research methodologies, principles and techniques.
  • Proficient in the use of Microsoft Office Suite.
  • Ability to identify issues and direct staff to their solution.
  • Ability to provide leadership and vision.
  • Ability to solve complex problems and make decisions within approved policy frameworks.
  • Ability to prepare comprehensive reports and policy briefs.
  • Excellent interpersonal and team building skills.
  • Effective communication and negotiation skills.
  • Must have demonstrated leadership abilities and strong problem solving skills.
  • Sound decision-making capacity.
  • Strong analytical and research abilities.

MINIMUM EXPERIENCE AND TRAINING:

 

 

  • Bachelor’s Degree in Earth Science, Environment Science or a related field; MBA or postgraduate qualification in Disaster Management or a related field would be an asset

 

  • Five (5) years’ experience at a managerial level in disaster/emergency management

 

 

  • Experience in Logistics Planning and/or Project Management will be an asset.
