Deputy Chief Executive Officer (Level 12)

SUPERVISION GIVEN TO: Manager: Business Regisration, Manager: Customer Service, Manager: Compliance, Branch  Manager, Administrative Assistant                     

JOB PURPOSE

To plan, develop and direct implementation of strategy to meet agreed operational performance plans so as to ensure the delivery of quality service commensurate with the requirements and expectations of stakeholders; Responsible for strategizing, managing, directing and providing comprehensive, analytical and responsive legal expertise to company personnel and customers.

JOB RESPONSIBILITY

  • Shapes and develops division strategy and organization and identifies opportunities and areas for improvement within each division.
  • Advises the CEO on strategic business development and key corporate planning issues that relate and impact the operations of the Agency.
  • Develops and monitor operational goals to ensure that goals and objectives of the Agency are met.
  • Performs operational and basic financial analysis of factors impacting departmental Key Performance Indicators
  • Participates in developing strategies for the building of an organizational culture that is compatible with the Agency’s mission.
  • Contributes strategically to the preparation of litigation briefs, complaints, answers, motions, and other court documents as well as legal opinions.
  • Develops preventive law strategies and corporate policy and compliance programs to help minimize litigation, third party disputes and other potential problems.
  • Provides legal advice to the Agency in all areas of operations and seeks outside advice if the legal competence in the particular area is best derived from an external source.
  • Reviews legislation relating to the operations of the Agency and recommend changes and amendments as appropriate.
  • Maintains a comprehensive knowledge of pertinent laws, regulations, rulings, interpretations and court decisions as they affect the operations of the Agency.
  • Plans, develops and approves/recommends specific operational policies, programs, procedures and methods in concert with general policies.
  • Plans, direct, control and implement all strategies and activities to generate and maximize overall revenues and increased business development.
  • Monitors the quality of the Agency’s deliverables to ensure maximum customer satisfaction.
  • Directs public relations, public education, and advertising strategies inclusive of arranging for the promotion of the Agency’s visibility in local, national, regional and international markets.
  • Creates the environment within which the registration of business entities may take place in compliance with the Agency’s legal framework.
  • Reviews the operations of the three units to improve operational efficiency.
  • Arranges for the preparation of progress reports for submission to the CEO.
  • Approves registration documents and certified copies of documents.
  • Authorizes department expenditure within approved limits.
  • Directs, monitor and evaluate the performance of staff supervised to meet agreed performance targets and standards.
  • Undertakes line personnel and administrative functions including selection, training, discipline, and approval of leave for Department staff in accordance with the Agency’s HR policies and procedures.
  • Acts for the Chief Executive Officer/Registrar of Companies in her absence.
  • Performs other related duties as assigned from time to time by the Chief Executive Officer.

JOB DIMENSION/AUTHORITY

  • Recommend staff appointments, transfers and promotions.
  • Take disciplinary action in accordance with the Agency’s policies and procedures.

  • Sound knowledge of the Acts governing the operations of the Agency
  • Good working knowledge of Jamaican law.

QUALIFICATION & EXPERIENCE

  • Attorney-at-Law (qualified to practice in Jamaica).
  • Post graduate qualification in Business Administration such as an MBA or equivalent qualification.
  • At least seven (7) years legal/business management experience of which at least four (4) years should be at the senior management level.
