Chief Procurement Officer

The Chief Procurement Officer will develop and implement policies, procedures, systems, structures and frameworks for all procurement related activities at NPMC.

The National Petroleum Marketing Company Limited (NPMC), is the most diversified petroleum marketing company in the English-speaking Caribbean. Motivated by the unrelenting drive to deliver results, the Company’s established mandate is:

• The storage and distribution of petroleum fuels; and
• The blending and distribution of automotive and industrial lubricating oils and greases within Trinidad & Tobago.

NPMC plays a pivotal role in the fuel industry through the provision of:

• Petroleum Fuels
• Lubricants & Greases
• Liquefied Petroleum Gas (LPG)
• Compressed Natural Gas (CNG)

Profile of the Position

NPMC is seeking to hire a Chief Procurement Officer whose mandate is to provide leadership, vision, direction and structure to the procurement function to drive effective, efficient and value-added procurement planning, sourcing and contract management in keeping with the strategic priorities of NPMC and in accordance with the legislative framework of the Public Procurement & Disposal of Public Property Act (2015) as amended.

Some principal responsibilities include:

1. Develop and implement policies, procedures, systems, structures and frameworks for all procurement related activities to deliver best practice procurement and contract management solutions aligned to the regulatory and legislative requirements and the strategic objectives of the organisation.
2. Provide expert authoritative advice to key stakeholders on all aspects of procurement strategy and practice to inform business planning and action.
3. Lead high level negotiations with partners and suppliers and establish collaborative stakeholder and strategic supplier relationships.
4. Advise business leads and provide customized solutions to build procurement capability and performance across the organisation.
5. Establish key performance indicators and qualitative and quantitative metrics to capture, report and evaluate the benefit and performance of all procurement activity and lead improvement planning and implementation in consultation with key stakeholders and suppliers.
6. Lead the development of the Annual Procurement Plan and manage procurement efforts in accordance with the approved plan.
7. Monitor and measure the procurement performance of the company.
8. Lead the procurement function/unit in accordance with the existing guidelines and legislation.
9. Conduct annual review of the procurement policies, guidelines and framework and make recommendations for improving and updating.
10. Develop the annual budget of the Procurement Department

Qualifications and experience:

• Master’s degree in Finance, Accounting, Economics, Law or Business Management.
• CIPS level 5 diploma
• Professional membership in the Chartered Institute of Procurement and Supply
• At least ten (10) years’ experience in the field of procurement.
• At least five (5) years’ experience at the managerial level.
